Hoa Binh and Thanh Hoa provinces could experience extremely heavy rains of up to 400-500mm per period, while precipitation in the capital Hanoi is forecast at 200-300mm, according to the national weather agency.
As of 4am on August 16, Bebinca was located at 20.6 degrees north latitude and 109.4 degrees east longitude, approximately 210 kilometres from Mong Cai, 320 kilometres from Thai Binh and 450 kilometres from Vinh.
The wind speeds near the eye of the storm have reached between 75 and 90 kilometres per hour, with gusts of 103-117 kilometres per hour.
Bebinca is moving in a west-southwest direction at a speed of 10 kilometres per hour and is expected to make landfall on the morning of August 17, before weakening into a tropical depression later in the day.
There is a high risk of flash floods and landslides in mountainous provinces, while cities and low-lying areas in the Red River Delta and the provinces of Thanh Hoa and Nghe An are likely to be submerged.
At a meeting on August 15, the Central Steering Committee for Disaster Prevention urged the provinces that will be affected by Bebinca to stay on high alert for the tropical storm.
Meanwhile, three working groups have been established by the committee to inspect the preparatory efforts in coastal provinces and the dyke systems.
