Previously, in 2020, the 14th National Assembly passed a resolution on the national target program on socio-economic development in ethnic minority and mountainous areas during the 2021-2030 period. The 10-year programme is being implemented in two phases from 2021 - 2025, and from 2026 - 2030.

The Government Office recently issued a document announcing Deputy Prime Minister Truong Hoa Binh’s conclusion at a meeting of the steering committee for the national target programme on socio-economic development in ethnic minority-inhabited and mountainous areas in the 2021-2030 period.

Accordingly, the Deputy PM ordered the building of a plan and solutions to implement the programme according to regulations on the management of national target programmes, with a focus on solutions for vocational training, value chain construction, science – technology application, and resource mobilisation.

The programme must be deployed in a sustainable, democratic, public, transparent manner with priority given to supporting disadvantaged communes, villages and hamlets; and solving the most pressing and urgent issues for poor households and ethnic minority groups living in difficulty.

The national target programme has mobilised resources from the state budget, organisations, businesses and people to realise its poverty reduction goals, support people, and improve national infrastructure. However, the implementation of the programme has revealed certain shortcomings and limitations such as the ineffective allocation of resources among localities, the lack of professionalism in managing the programme among officials at local level, and the absence of support policies on poverty reduction which can follow up on the conditions and status of each ethnic minority-inhabited area.

The ultimate goal in the implementation of the national target programme on socio-economic development in ethnic minority-inhabited and mountainous areas in the 2021-2030 period as well as national target programmes in general is to ensure that financial funding allocated from the State budget to localities is used effectively and distributed transparently. The allocation of State budget funds must be based on the localities’ annual outcomes in implementing the national target programmes in order to make timely adjustments while avoiding wastefulness and fraud.

Functional agencies must conduct thorough research, surveys and analysis on the support for ethnic minorities so that it will be provided to the right people. Supports for residential land and housing must target poor ethnic minority households and poor households in disadvantaged and mountainous areas affected by natural disasters, storms and floods.

State budget allocation must be prioritised in regions with difficult socio-economic conditions, with a large number of ethnic minority groups, border communes home to ethnic minority groups with the aim of narrowing the gap in development and income levels and the living standards of people across the various regions in the country. Inspection and supervision are needed to ensure that the national target programnes are implemented in line with legal regulations, thereby contributing to improving the quality and efficiency of public investment.
