Taking the initiative in step by step returning to new normal life

After a long period of strictly implementing social distancing in Hanoi and a hard blockade of the whole city of Da Nang, the prevention and control of the Covid-19 epidemic in the two big cities achieved important results. The epidemic was gradually controlled and repelled. From September 16, the authorities of the two cities allowed the reopening of some business activities in safe areas, accompanied by the continued implementation of epidemic prevention and control measures in the “new normal” situation.

Being careful when loosening pandemic prevention measures

Ta Nam Chien, Chairman of the People's Committee of Ba Dinh District, said that right after the direction of the city, the district sent a document to assign the Chairman of the People's Committee of the wards to guide the business and service establishments that are allowed to operate; business establishments must install QR codes; and establishment owners and employees must be vaccinated with at least one dose and must sign a commitment to ensure regulations on epidemic prevention and control.

"The district has set up three inspection teams at the district level, each ward establishes an inspection team to regularly monitor business establishments, any establishments that violate will be strictly handled", he said.

In Tay Ho District, Chairman of the District People's Committee Nguyen Dinh Khuyen also requested the People's Committees of wards to both guide the stores in reopening and ensuring safety, while strongly and resolutely not allowing the operation of any establishments that have not yet met the conditions for epidemic prevention and control. The People's Committees of the wards will have to take full responsibility if they "fall" in violation.

According to Standing Vice Chairman of Hanoi People's Committee Le Hong Son, after the city has decided to loosen some epidemic prevention and control activities in the area, the inspection and control of travel permit will be adjusted in a direction that is more convenient for people.

Accordingly, people moving in "green zones" will not have to present a travel permit. However, in "red zones", people still have to strictly comply with the regulations on social distancing under the Directive 16. The general spirit of Hanoi is to step by step return to "new normal" life cautiously, not loosely, to ensure safety in the prevention and control of the COVID-19 epidemic.

Don't let pathogens from outside get in

After a full month of hard blockade of the whole city, applying the strictest measures to prevent and control the epidemic, from 8 am on September 16, Da Nang City allowed to reopen a number of activities and social services. Chairman of Da Nang City People's Committee Le Trung Chinh said that in low-risk areas (yellow zones), food and essential service points are allowed to reopen with 50% of their employees.

Each household is allowed to go shopping every five days in the living area according to the purchase permit with QR code.

Social services such as postage; telecommunication; press and press release, banking; seaport; aviation; rail; roads are allowed to re-open, but they must comply with all requirements on epidemic prevention and control.

Agencies and offices will arrange 70% of the working people, if 100% of cadres, civil servants, public employees, and employees have received two doses of Covid-19 vaccine, the number of employees will be increased.

In "green zones", people are allowed to go to markets and supermarkets every three days; and can go out for exercise and sports in public places within the "green zones" at certain hours.

Restaurants, shops, and food and beverage service establishments are allowed to sell take-away products. Construction works, factories, enterprises, production facilities in high-tech parks and industrial parks with less than 100 employees may be arranged with the maximum number of the employees; establishments with 100 employees or more may arrange 70% of the employees.

Production establishments outside industrial zones with less than 100 employees may employ 70% of their employees; establishments with 100 employees or more may arrange for 50% of their employees. All production facilities, if the “three-on-spot solution” (having meals, resting and working on the spot) is guaranteed, are allowed to operate at 100% capacity.

According to the head of the Management Board of Da Nang Hi-Tech Parks and Industrial Parks Pham Truong Son, there are currently 560 enterprises in Da Nang that have reorganised their production according to the city's decision, with 36,000 registered employees.

As of September 5, 100% of employees working at the enterprises are to be tested every three days. The management board set up eight inspection teams with functional agencies to inspect and supervise the implementation of regulations on epidemic prevention and control at enterprises.

Ngo Huy Chien, director of the factory producing electronic measuring equipment, Central Electricity, located in Hoa Cam Industrial Park, said: "We organise a production line with 94 employees. The monitoring system is located right at the factory's entrance gate, with body temperature monitor, medical declaration code reader, and disinfectant directly connected to CDC Da Nang and the Corporation for monitoring. At the same time, we require all staff leaders and workers to make declarations, scan contactless codes, and be screened every three days.

Le Thi Thu Ha, a labourer, said: "The strict control makes us feel secure when entering work, all workers understand and master the process of disease declaration and control, rest assured work. The enterprise's safety team for epidemic prevention and control has provided specific instructions and prepared facilities to set up a concentrated isolation area in case of suspected infection."

Currently, Da Nang is implementing the largest-scale Covid-19 vaccination campaign ever, with the goal that by the end of September, all people aged 18 and over will receive at least one dose of the vaccine. On September 16, Da Nang recorded only two new cases of Covid-19, it can be said that the epidemic situation there is under control.

Nguyen Van Quang, Member of the Party Central Committee, Secretary of the Da Nang City Party Committee affirmed: Da Nang has well controlled the epidemic, but absolutely must not be subjective, because pathogens in the community are still present and could outbreak at any time if not well controlled.

Therefore, the whole political system and the health sector must always actively monitor, detect early, and completely handle each case in the direction of quick, sufficient and accurate investigation and tracing; and strictly control people entering and leaving the city to prevent pathogens from entering the city from outside.
