In order to accomplish the set targets with a huge amount of work, it is crucial to gather the solidarity, joint efforts, sharing and enthusiasm of each individual, agency, locality and the whole social community.
This is an important time for Vietnam to gradually regain its development strength severely affected by the COVID-19 pandemic for many months. From now on, the whole country must be determined to fulfill the set tasks and plans as well as strictly and thoroughly follow the leadership of the Party, the governance of the Government and the resolutions of the National Assembly.
Recently, the NA Standing Committee decided to cut regular funding for national target programmes in 2021; and save 50% of expenses on conferences and business trips; reduce by 10% recurrent expenses; and cut the 2021 recurrent expenditure estimates assigned to ministries and central agencies. The Prime Minister has directed the localities to establish the Steering Committees on production restoration, assigning specific tasks to carry out the plans, and approving the production and business plans of the enterprises to maintain economic development while ensuring safety in epidemic prevention and control under the guidance of the Ministry of Health.
After a long period of implementing drastic measures to prevent and control the epidemic, caring for the people’s lives and maintaining production, the State budget is facing many challenges. Therefore, practicing thrift and combating wastefulness and negative acitivites have been identified as urgent missions and tasks that should be put first and foremost. Only with effective savings, more resources will be increased during this period full of challenges. The thrift must be enhanced through small actions in daily life from individuals and leaders of localities, ministries, agencies and organisations at all levels.
People should save to ensure their own living standard while continuing to contribute donations to the charity activities and programmes launched by the Vietnam Fatherland Front Committees at all levels and functional agencies. Units and agencies should practice thrift on their use of the budget for the restoration of works and production. Localities should save in each activity and on recurrent expenditures to reduce the burden on the state budget and ensure activities for epidemic prevention and control and social welfare.
Many urgent decisions were made to urgently reduce and abolish administrative procedures for the benefit of the people and businesses in the context that thousands of people are returning to their homeland to find jobs and stabilise their lives. Draft laws, projects and programmes that are not really necessary and eligible for consideration and approval have been cut and reduced to set aside a budget for areas that are facing numerous difficulties. Utilities have been developed on the internet and smartphones to help people live more convenient and faster daily lives, labour and production. Various open, innovative and drastic policies have also been set out to attract domestic and foreign investors towards a gradually recovering manufacturing market.
Thrift and the fight against wastefulness and negativity today cannot only be shown through statements, calls and promises but specific commitments, plans and targets, towards becoming an unyielding guide for the whole country. During that process, any acts against that spirit will be strictly handled.
