The working group is a periodic mechanism set up to implement an agreement on labour that was signed on October 27, 2008, between the Government of Vietnam and the Government of the Russian Federation. The working group held 6 rotating meetings in both Vietnam and Russia.

According to Deputy Minister of Labour, Invalids and Social Affairs Nguyen Van Hoi, after two years since the fifth session held in Russia in June, 2019, the two sides have witnessed many fluctuations due to the impact of the COVID-19 pandemic.

However, it can be seen that the comprehensive and reliable strategic partnership between Vietnam and Russia has been maintained and developed despite the unfavourable impacts of the pandemic, he noted, adding that this is shown through the upcoming visit to Russia made by President Nguyen Xuan Phuc at the invitation of President Vladimir Putin.

Deputy Minister Hoi also affirmed that labour cooperation is one of the priorities and needs to be strengthened more effectively to meet the demand for human resources in the process of socio-economic development of the two countries, especially in the context of pandemic recovery and adaptation.

At the session, the two sides lauded the mechanism of regular meetings and rotation of the working group and affirmed that the effective maintenance of this mechanism has created an effective and timely channel for cooperation and information exchange between the two agencies directly managing labour in both countries, as well as other agencies in charge of the management of migrant workers.

The two sides also updated on the situation of the draft agreement on attraction and organised for the recruitment of Vietnamese citizens to work in the territory of the Russian Federation for a definite time.
