The agreement was reach by delegates at a gathering held by the VFF Central Committee on August 6 in Hanoi. The gathering was held to collect the opinions of former leaders of the Party and State, ministries, sectors and centrally-run agencies on the draft report from the VFF's eighth national congress.

According to former President Tran Duc Luong, the VFF should listen to ideas contributed by researchers, social organisations and the public on the Party and State’s guidelines and policies.

The Front’s operation should be closely linked to the people and its operation should be in the interest of the people, he added.

Participants at the event also voiced their opinions on the orientations, tasks and action plan of the VFF for its 2014 -2019 tenure as mentioned in the draft report.

They noted that the draft should evaluate the activities launched by the VFF over the past years in order to consolidate a national unity bloc, update Party and State’s new policies and laws for the public and to realise emulation movements.
