According to Article 60, workers are not allowed to receive a lump-sum social insurance allowance when they quit their jobs as stated under the 2006 Social Insurance Law.
Instead, they have to wait until their retirement age, 60 for men and 55 for women, to receive their insurance payments in the form of a monthly pension, and during their unemployment period, they are to be provided with unemployment benefits and job counseling.
Deputies agreeing with the content of the law argue that it helps ensure the long-term beneficiary rights of workers who are participating in social insurance, while better supporting their lives as they get older.
From the other side, deputies Le Thi Yen from Phu Tho province, Nguyen Ngoc Phuong from Quang Binh province, Nguyen Van Son from Ha Tinh province, among others, argued that workers have the right to choose to enjoy which form of social insurance payment meets their needs.
They expressed their concern over a number of workers who want to receive one-off lump sums to resolve their impending difficulties after they quit their job.
They asked relevant agencies to disseminate the new contents of the law to workers and conduct careful surveys on workers’ opinions on the issue in order to make a general report to the National Assembly as a basis for a reasonable final decision.
