Cryptography Law implementation reviewed

The Government Cryptography Agency (CA) held a preliminary meeting in Hanoi on July 12 to review five-year implementation of the Cryptography Law (2011-2016), evaluating the results achieved in recent years and mapping out solutions for the effective implementation of the law in the near future.

Cryptography Law was approved on November 26, 2011 at the 2nd session of the 13th National Assembly and took effect from February 1, 2012. The enacted law institutionalises perspective and policies of the Party and State for cryptography operations, acting as an important legal basis in the State management over cipher and contributing to the development of the sector in the current context.

The law determines cipher operation is a special task in the field of national security, under the direct leadership of the Party and the administration of the State. The Defence Minister is responsible to the Government in the implementation of the State management over cipher and directing activities of the CA.

Speaking at the meeting, Politburo member and Defence Minister General Ngo Xuan Lich confirmed that after nearly five years of implementation, the law has contributed to raising the awareness and responsibilities of organisations and individuals in national information security and protection of State secrets.

The construction and strengthening of cryptography force has always been a priority of the Party and State, as well as relevant ministries, agencies and localities, facilitating information security serving for the Party's leadership and State’s orientation in the field of information security.

The minister suggested ministries, agencies and localities, as well as the CA continue to promote research and make proposals to strengthen the organisation of the CA and the cipher system at ministries, agencies and localities, while strengthening its advisory role to the Party and State on issues related to cipher security.

He urged for improved promulgation and review of the law to complete the legal system on cipher, while amending and supplementing the document with content related to the role, function and duties of the CA.

Also at the conference, the organisers awarded the Merit of the Defence Minister to 11 collectives and 18 individuals and Merit of the Head of the CA to 23 collectives and 51 individuals who have reaped outstanding achievements in implementing the law, contributing to the development of Vietnam’s cryptography and strengthening national defence and security.
