At the signing ceremony in Dong Nai on November 2, Tran Van Vinh, Vice Chairman of the provincial People's Committee stressed that the project would benefit not only Bien Hoa, but also the whole southern region.

Locales along the Dong Nai River, such as the provinces of Binh Duong, Dong Nai and Ba Ria–Vung Tau and Ho Chi Minh City, used water from the river for daily activities, he noted, adding that if the negotiations extended further, the lives of tens of millions of local residents would be affected, as all the wastewater in Bien Hoa had been discharged into the Dong Nai River without treatment.
JICA will submit the project to the Japanese Government for approval before an agreement on the loan is officially signed.

According to the provincial authorities, the project will receive a total investment of US$238 million, including US$261 million in official development assistance (ODA) funded by Japan and the remainder provided by the Dong Nai administration.

The project is expected to be put into operation after 37 months of construction.
