With a score of 89.45 out of 100, the province was named as a pioneer in piloting reform models and was followed by Hanoi, Dong Nai province, Da Nang, and Hai Phong.
Meanwhile the central province of Quang Ngai put in the worst performance with a score of 59.69.
In the rankings of ministries and government agencies, the State Bank of Vietnam came out on top, with the Ministry of Information and Communications and the Ministry of Finance in the second and third positions respectively.
The Committee for Ethnic Affairs was the worst performer.
The administrative reform survey polled more than 18,300 employees and officials as well as 34,000 citizens on a number of aspects such as administrative procedures, finance and administrative modernisation.
In its report, the MOHA also announced an index that measures citizen satisfaction with public administration services in 63 provinces and centrally-governed cities.
A survey of more than 31,000 citizens showed that 81% were satisfied with general public administration services.
Nearly 3.4% of respondents said they had encountered bureaucratic obstacles posed by civil servants while nearly 2% reported having been suggested to pay additional fees by administrative officials.
