The project management stated that the project has not been given a certificate of safety or been approved by the authorities concerned due to numerous problems.
Under regulations, the project must have a system safety certification carried out independently by a consortium of Apave-Certifier-Tricc and be granted a certificate of quality and technical safety by the Vietnam Registration Agency.
Furthermore, it needs to pass the final checks and receive approval from the State Authority for Construction Quality Inspection.
Currently, the Chinese contractor has yet to complete a number of construction components, including the electrical and ticketing systems and safety evaluation procedures.
This is not the first time that the project’s deadline for commercial service has been missed. The project was originally scheduled for completion in 2016 but has been delayed several times.
The project has cost a total of US$886 million with trains running on 13.5 kilometres of elevated tracks through 12 stations from Cat Linh Station to Yen Nghia Station.
