According to the National Centre for Hydro-Meteorological Forecasting (NCHMF), at 7 am this morning, the centre of the low-pressure area was on Cambodian territory, with the strongest winds dropping to below 40 km/h. Over the next six hours, the low-pressure area continued to move to the west before dissipating.
Due to the impact of Matmo, the fifth storm to affect Vietnam in the 2019 typhoon season, strong winds hit a range of localities in Binh Dinh, Quang Ngai and Gia Lai, while provinces from Quang Ngai to Phu Yen have suffered from heavy rains up to over 400mm.

It is warned that from November 4-5 onwards, heavy rains are likely to reappear in the South-Central provinces.
Meanwhile, flooding on the rivers from Quang Ngai to Phu Yen is increasing rapidly, posing high risk of flash floods and landslides in mountainous provinces from Ha Tinh to Phu Yen and the Central Highlands. Low-lying, riverside and urban areas in provinces from Da Nang to Khanh Hoa are also at risk of widespread inundation.
The NCHMF urged the central provinces to follow the subsequent newsletters on the complicated developments of heavy rains, floods, flash floods and landslides in the coming days.
