HCM City completes support for poor households affected by COVID-19

Ho Chi Minh City has finished the financial disbursement of a government support package worth VND62 trillion to 100% of local poor and near-poor households who have been affected by COVID-19.

The Sai Gon Giai Phong (Liberated Saigon) Newspaper quoted a report from the HCM City Department of Labour, Invalids and Social Affairs as saying that the city has provided financial support worth VND77.6 billion to every single one of over 103,500 local residents in the poor and near-poor group.

The southern economic hub has provided a monthly support worth VND500,000 per person to nearly 32,500 people with meritorious services to the revolution who are receiving monthly preferential subsidies, so far having reached nearly 100%.

In addition to the above support levels, more than 124,000 social beneficiaries who are receiving monthly social assistance have also received support from the government package, having reached 99% of the total.

The city is accelerating the disbursement for other eligible groups as laid out in the bailout package, including employees who have had to postpone their performance of labour contracts or take leave without pay, teachers and staff at non-public preschools with unpaid leave, and employees having had their labour contracts terminated but who are not eligible for unemployment benefits.

* In Hanoi, the municipal People's Committee has asked the relevant local authorities and localities to accelerate the disbursement of the social security support package with an urgent spirit, in compliance with regulations as set out by the concerned authorities.

According to the Hanoi Department of Labour, Invalids and Social Affairs, the VND62 trillion package has been deployed by the city in two phases. By now, the first payment targeting groups such as people with meritorious services to the nation, the poor and near poor households and social policy beneficiaries has basically been completed.

A review of the remaining five target groups – including labourers, individual business households and employers using loans to pay job stoppage wages to their employees – in the 2nd phase is being accelerated, serving as a basis for proposed disbursement.

So far, authorities in the capital city have received nearly 24,000 applications for assistance for the second phase, concentrated mainly in the self-employed labourer sector with more than 22,000 requests, followed by individual business households with more than 1,200 requests.

* The Presidium of the Vietnam General Confederation of Labour has issued Decision No. 543/QĐ-TLĐ on providing financial support for its members and labourers affected by COVID-19.

The beneficiaries are trade union members, workers affected by COVID-19 who lost their jobs or are underemployed, resulting in loss of income or having income equal to or lower than the base salary in accordance with current regulations (VND1.49 million per month), with difficult circumstances at the present time and who are not included in the beneficiaries of the government's VND62 trillion package.

In addition, trade union members and workers who are entitled to financial support under the government's package but are in extremely difficult circumstances will also receive support from the trade union organisations. Other especially difficult cases will also receive support. Each individual will receive VND500,000 per person on a one-time-only basis.

The financial support is sourced from the provincial Confederations of Labour and Trade Union units at all levels.
