The senior government official made the requirement while chairing the Central Judicial Reform Steering Committee’s 7th meeting, held in Hanoi on November 11.
At the meeting, members of the committee discussed four projects on “Building mechanisms for raising the capacity and efficiency of lawyers' operation,” “Building a set of judicial indicators," "Renewing and enhancing conciliation and dialogue in resolving civil disputes and administrative lawsuits at the People's Courts," and "Streamlining the organisational structure of the People's Courts to ensure effective and efficient operation."
Regarding the project on lawyers’ capacity improving, Binh, who is also the deputy head of the Steering Committee, emphasised that the purpose of the scheme must be clearly determined, which is focusing on both advantages and obstacles, as well as the causes of limitations and obstacles in building mechanisms to boost the capacity and efficiency of lawyers' activities.
The deputy PM asked for better solutions to perfect the mechanisms favourable for Vietnamese lawyers in enhancing their capacity and efficiency, thus contributing to build a clean, strong, democratic, strict and modern judiciary.
Regarding the project on building a justice index set, Binh, who is also a Politburo member, said that the set should accurately reflect the standards of judicial activities (investigation, prosecution, adjudication and judgment execution ), along with building tools for investigating, surveying and collecting opinions from the public on the quality, operational efficiency and the level of ensuring the accessibility to justice, protecting the lawful rights and interests of people in judicial activities.
On renewal and streamlining structure of the People's Courts, Binh said that the Steering Committee basically agreed with the proposal from the Party Committee’s Civil Affairs Commission of the Supreme People's Court on the submission to the Politburo for consideration a pilot implementation of merging a number of small-scale district-level People's Courts with less than eight staff members and about 200 cases a year.
