Elevating substantive cooperation between Viet Nam and the RoK
At the talks with President Lee Jae Myung, Party General Secretary To Lam expressed appreciation for the President’s invitation extended to him, his spouse, and the high-ranking Vietnamese delegation to visit the RoK so soon after President Lee’s election. This, he noted, reflects the RoK’s high regard and priority for Viet Nam and for the Comprehensive Strategic Partnership between the two countries. Party General Secretary To Lam reaffirmed that Viet Nam consistently values its relationship with the RoK as part of its foreign policy.
In an atmosphere of sincerity and friendship, the two leaders held an in-depth and strategic discussion on the situation in each country and on bilateral relations. Both sides expressed satisfaction with the remarkable progress and notable highlights in their relationship over more than three decades of diplomatic ties, particularly since the elevation to a Comprehensive Strategic Partnership and the joint implementation of the Action Programme to realise this highest-level diplomatic framework.
The two leaders agreed to further consolidate political trust and enhance strategic coordination in key areas such as diplomacy, defence, and security. They shared a common vision of shaping and implementing a new strategic outlook for Viet Nam – RoK economic linkages - transitioning from market-based cooperation to joint development of production chains and high-quality human resources. They also agreed to elevate cooperation in science and technology into a new pillar and key highlight of bilateral ties, positioning Viet Nam as a value-creating partner with the RoK in science, technology, and innovation.

The most notable outcomes of the high-level talks were the issuance of a joint statement on deepening the Comprehensive Strategic Partnership between Viet Nam and the RoK and witnessing the exchange of 10 cooperation documents between ministries, agencies, and organisations of the two countries, covering areas such as defence, security, economy, trade, labour, and culture.
General Secretary To Lam:
Viet Nam consistently attaches importance to relations with the Republic of Korea in its foreign policy; hopes that the leaders of the two countries will orient the cooperation between the two countries to continue to have new, substantive, effective, and sustainable changes in all areas, commensurate with the highest diplomatic framework that the two sides have established.

General Secretary To Lam’s first visit to the Republic of Korea as the highest leader of Viet Nam is of special significance, creating a strong driving force to enhance mutual understanding, consolidate political trust, promote and further deepen the RoK-Viet Nam Comprehensive Strategic Partnership in the next period.

The two leaders shared their views on continuing to promote economic cooperation to develop more practically, effectively and comprehensively, creating a glue to firmly bind the interests between the two countries; closely coordinating to effectively implement items in the Action Plan toward a more balanced bilateral trade volume of 150 billion USD by 2030. General Secretary To Lam suggested that the RoK step up support for Vietnamese enterprises to access the RoK e-commerce channel; facilitate trade, open markets for each other’s goods; support capacity building for Vietnamese enterprises to participate more deeply in the global supply chain of the RoK enterprises; encourage the RoK enterprises to expand their investment in Viet Nam...
The General Secretary hoped that the two sides would coordinate to develop strategic technology industries, strengthen cooperation in the fields of telecommunications, information technology, e-government, biotechnology, climate technology, nanotechnology, clean energy and renewable energy; promote cooperation in the field of digital transformation such as artificial intelligence, and build digital innovation policies.

Science and technology, innovation, digital transformation and human resource training need to become new pillars of bilateral relations.
RoK Prime Minister Kim Min Seok:
Will continue to pay attention to cooperating with Viet Nam to strengthen training of high-quality human resources to serve the economic development of the two countries in the coming time.

As part of his State visit to the RoK, General Secretary To Lam held a meeting with Speaker of the National Assembly of the RoK Woo Won Sik.
At the meeting, the two leaders affirmed their desire to deepen and make more substantive the Viet Nam–RoK relationship, commensurate with the Comprehensive Strategic Partnership and the great potential for development between the two countries, with parliamentary cooperation playing an important role.
In the spirit of the Comprehensive Strategic Partnership, the two leaders highly valued the positive outcomes of cooperation between the two National Assemblies; agreed to promote the role of the legislative bodies in coordinating, supporting, facilitating ministries, sectors, and localities to implement the cooperation agreements signed between the two Governments; and to foster practical, effective, and comprehensive connections between the two economies.

General Secretary To Lam proposed the continued effective and comprehensive implementation of the contents of the Cooperation Agreement signed between the two National Assemblies; strengthening cooperation and exchanges between the National Assemblies, enhancing high-level delegation visits, and fostering exchanges between parliamentarians, including young parliamentarians; and promoting the role of friendship parliamentary groups as bridges of cooperation.
As part of the visit, General Secretary To Lam and Prime Minister of the RoK Kim Min Seok attended the Viet Nam–RoK Economic Forum under the theme of “Cooperation in Developing Production Chains in the New Era.” The two leaders, alongside senior delegates from the two countries, witnessed the signing ceremony of cooperation agreements between Viet Nam and the RoK.
The General Secretary and the high-ranking delegation of Viet Nam also met with leaders of several leading Korean groups and worked with the leadership of Busan city. General Secretary To Lam attended the Viet Nam–RoK Science and Technology Symposium, which saw the participation of a large number of scientists, managers, and business leaders from both countries. This was the first time the two countries had organised a high-level symposium. The event aimed to initiate a close strategic cooperation framework in three key growth drivers: science and technology, innovation, and digital transformation. Affirming that scientific and technological cooperation has been identified as an important pillar for elevating Viet Nam–RoK relations in the coming time, General Secretary To Lam expressed his belief that the Comprehensive Strategic Partnership between Viet Nam and the RoK will become increasingly substantive and effective, bringing inclusive and sustainable benefits to both nations.

Resonance between hearts of two peoples
The policy address delivered by General Secretary To Lam during his visit to Yonsei University in the RoK drew considerable attention and high praise from Korean and international friends alike. Centred on the theme “Strengthening connectivity and trust, advancing the Viet Nam – RoK Comprehensive Strategic Partnership for peace, prosperity, cooperation, and development”, the speech touched on three key issues: (i) Viet Nam’s perspectives on the global and regional landscapes; (ii) Viet Nam’s development orientation to 2030 with a vision to 2045; and (iii) Viet Nam – RoK relations and future directions for bilateral cooperation.
General Secretary To Lam noted that, like the RoK, Viet Nam is striving with the utmost determination to steer the nation into a new era – one of prosperity, strength, and development – amid the opportunities and challenges of the times. With confidence in the country’s bright future, the rich traditions handed down by past generations, and the great inspiration drawn from the miraculous growth of friends such as the RoK, Viet Nam is demonstrating a firm resolve to create new achievements on its journey towards the future.

Although it has been only 33 years since Viet Nam and the RoK established diplomatic relations, the friendship and cooperation between the two countries have grown at an unprecedented pace in history. The two nations have become trusted partners, close friends, and strategic collaborators who share mutual understanding. The driving force behind this is the resonance between the hearts of the two peoples – a deep and enduring affinity, and the close alignment of substantive and strategic interests.
General Secretary To Lam:
The Korean people have a saying, ‘The will of heaven is the wishes of the people’. Vietnamese also always hold that the people are the root of the nation.” The people are the special bond nurturing the fine traditional friendship between our two countries, the foundation for strengthening political trust and fostering cooperation between the two country.
Setting out major directions to sustain the momentum of bilateral ties, which are currently at their best in history, the General Secretary affirmed that students and young people will be the heirs and successors to the heroic traditions of previous generations, while also being the pioneering and core force in consolidating the ever-closer relations between the two nations. Vietnamese students studying in the RoK in general, and at Yonsei University in particular, serve as “goodwill ambassadors” of the Vietnamese people, all aspiring to become key contributors to the flourishing development of Viet Nam–RoK relations.

The Korea Herald quoted President Lee Jae Myung as affirming that Viet Nam–RoK relations are poised to reach new heights by expanding cooperation in strategic and forward-looking fields such as artificial intelligence and infrastructure. Viet Nam is an indispensable partner for the RoK, not only in economic cooperation but also in joint efforts towards peace and stability.
Covering the talks between General Secretary To Lam and President Lee Jae Myung, Yonhap News Agency, KBS, and The Korea Times highlighted that the two leaders agreed to strengthen cooperation between the two countries in the areas of economy, security, technology, and culture.
According to the RoK media, the RoK consistently regards Viet Nam as a central partner in implementing its foreign policy in the region… Meanwhile, Reuters and India’s devdiscourse.com assessed that the meeting between General Secretary To Lam and President Lee Jae Myung sent a clear message that the RoK and Viet Nam are working to advance economic and strategic cooperation.
This first State visit to the RoK by General Secretary To Lam in his new position concluded successfully, making an important contribution to strengthening political trust and elevating substantive cooperation between the two countries. The visit opened new directions for development in key and potential areas of cooperation, bringing tangible benefits to the peoples of both nations, and contributing to peace, stability, cooperation, and development in the region and the world.
The outcomes achieved during this visit form an important foundation for Viet Nam and the RoK to inherit, enhance, and further elevate their Comprehensive Strategic Partnership, contributing to the cause of building and developing each country, and promoting peace, cooperation, and development in the region and the world.
