Regarding cooperation in development, education, and knowledge sharing, General Secretary and President To Lam proposed that Australia continue to assist Viet Nam in enhancing public governance capacity, administrative reform, and public sector digital transformation. He also suggested expanding scholarship programs, fostering linkages between universities and research institutes, and strengthening vocational training cooperation to meet workforce demands in emerging industries.

General Secretary and President To Lam also called for enhanced cultural and tourism exchanges and stronger people-to-people ties, particularly among youth, researchers, and the next generation of leaders. Highly valuing Australia’s multicultural policy, he expressed hope that Australia would continue to create favorable conditions for the Vietnamese community to thrive, contribute actively to Australian society, and serve as a bridge of friendship between the two nations.

The Governor-General of Australia emphasised the significance of people-to-people and community ties in building a long-term foundation for the bilateral relationship. Regarding economic, trade, and investment cooperation, the two leaders emphasised the need to effectively leverage the complementary nature of their economies and utilise the free trade agreements to which both countries are parties, while removing barriers and facilitating business operations. Both sides aim to achieve a bilateral trade turnover of 20 billion USD and are committed to strengthening supply chain linkages, promoting high-quality investment, and fostering cooperation in the green economy, digital economy, new energy, and future industries.

General Secretary and President To Lam and Prime Minister Anthony Albanese agreed to establish science, technology, innovation, and digital transformation as new drivers of the bilateral relationship; to expand cooperation in strategic sectors such as artificial intelligence, semiconductors, quantum technology, biotechnology, biomedicine, marine research, critical minerals, and green hydrogen; and to promote joint research projects and linkages between universities, research institutes, and businesses, aiming to create a Viet Nam-Australia technology connectivity space and develop a high-quality workforce. The two leaders also agreed to foster cooperation on green and sustainable transformation and climate change adaptation, working towards net-zero emission goals.

The two sides highlighted the considerable potential for the two countries’ legislative bodies to make more substantive contributions to deepening the Comprehensive Strategic Partnership. The leaders of the Australian Senate and House of Representatives welcomed and expressed appreciation for General Secretary and President To Lam’s proposals to strengthen parliamentary diplomacy, affirming their readiness to promote exchanges between the two legislatures’ bodies, enhance engagement among parliamentarians of different generations, and share experience in legislation and governance.

At a meeting with Angus Taylor, leader of the Opposition and leader of the Liberal Party of Australia, General Secretary and President To Lam affirmed that Viet Nam regards Australia as an important and trusted Comprehensive Strategic Partner. He stressed that the achievements in bilateral relations have been nurtured by generations of leaders and underpinned by broad consensus across Australia’s political spectrum, providing a solid foundation for stable and long-term relations that contribute to regional peace, stability and cooperation.

He also called for a shift from merely capitalising on trade advantages towards jointly building secure, sustainable and highly resilient supply and value chains, particularly in energy and critical minerals. He proposed that Australia continue to ensure supplies of coal and liquefied natural gas to Viet Nam while expanding cooperation in clean energy and green transition. The two countries have considerable potential to elevate economic ties to a new level, with a focus on jointly creating capabilities, technologies and value.

General Secretary and President To Lam said Viet Nam encourages Australian enterprises and investment funds to expand investments in areas aligned with Viet Nam's needs and Australia's strengths such as clean energy, smart agriculture, infrastructure, critical minerals, high technology, and the maritime economy. During his visit, General Secretary and President To Lam met with a number of prominent Vietnamese intellectuals and scientists who are members of the Vietnam–Australia Scholars and Experts Association.

Vietnamese intellectuals and scientists in Australia spoke highly of Viet Nam’s issuance of strategic resolutions on national development. They also expressed their delight that the recently issued Politburo Resolution No. 23-NQ/TW, on work concerning Vietnamese people overseas, emphasises that Vietnamese people overseas are an inseparable part of the Vietnamese community of all ethnic groups and one of the country’s important strategic resources. They contribute to strengthening national comprehensive strength, serve as a bridge between Viet Nam and the world, and accompany and directly contribute to the cause of national construction, development, and defence. This represents a strategic shift that is in line with development requirements in the new period and will certainly create further impetus for Vietnamese people overseas to make greater contributions to the country.

After listening to the Vietnamese intellectuals and scientists in Australia, the General Secretary and President said that, in recent years, the Party and State have paid attention to concretising and continuously improving various guidelines and policies to better care for and protect the legitimate rights and interests of the Vietnamese community overseas. Expressing his pleasure at meeting Prime Minister Christopher Luxon again, Party General Secretary and State President To Lam affirmed that Viet Nam always attaches importance to its traditional friendship and multi-lateral cooperation with New Zealand, and welcomed the significant progress made in Viet Nam-New Zealand relations in recent years. The Party General Secretary and State President conveyed Prime Minister Le Minh Hung’s greetings to Prime Minister Christopher Luxon.

The two leaders briefed each other on the development situation in their respective countries. They highly valued the sound development of political trust between Viet Nam and New Zealand and the goodwill between the two peoples, which serves as a foundation for the two countries to strengthen bilateral cooperation across all fields for the benefit of their peoples and for peace, stability, cooperation, and development in the region and the world.

The visit by Party General Secretary and State President To Lam and the high-level Vietnamese delegation marks an important milestone in strengthening bilateral relations over more than half a century.

The two leaders agreed to continue strengthening political trust and comprehensively developing bilateral relations through increased exchanges and contacts at senior and other levels via Party, State, parliamentary, and people-to-people channels, thereby making effective use of policy dialogue mechanisms. Party General Secretary and State President To Lam proposed that the two sides strengthen coordination as well as review and effectively implement the Action Programme on the Implementation of the Viet Nam-New Zealand Comprehensive Strategic Partnership for 2025-2030. The two sides agreed to make defence and security cooperation more substantive and effective, study the establishment of a direct communication mechanism or hotline for cases of transnational crime, and accelerate negotiations towards establishing mechanisms and signing bilateral cooperation agreements.

Affirming that the two economies are highly complementary, the two sides stressed that trade and investment cooperation is a key pillar of bilateral ties with considerable potential. They agreed to expand the scale of economic and trade cooperation and effectively leverage the free trade agreements to which both countries are parties to facilitate trade; open their markets to each other’s key agricultural products; reduce technical barriers; and strengthen exchanges on quality standards, quarantine, food safety, and electronic certification, thereby creating favourable conditions for businesses from both countries to invest in each other’s markets.

Highly appreciating the practical and effective support provided by the New Zealand Government to Viet Nam over the years, particularly in agriculture and environmental protection, Party General Secretary and State President To Lam expressed his wish to continue working together to build a green, low-emission, and climate-resilient agricultural sector as well as ensure food security and increase the added value of agricultural products, while developing exemplary models of sustainable agricultural cooperation.

The two sides agreed to make education, tourism, connectivity, and people-to-people exchanges important drivers of bilateral relations. Accordingly, they will expand cooperation in training high-quality human resources with the qualifications, expertise, and skills needed for the new development phase; and encourage airlines from the two countries to open direct routes at an early date to narrow the geographical distance between the two countries, helping create more opportunities for people-to-people exchanges and more substantive and comprehensive cooperation.

Against the backdrop of complex developments in the world and region, the Prime Minister of New Zealand highly appreciated and thanked Viet Nam, in its role as coordinator of ASEAN-New Zealand relations, for supporting New Zealand in upgrading its relations with ASEAN to a comprehensive strategic partnership. He affirmed that New Zealand supports and will assist Viet Nam during APEC Year 2027.

The joint statement noted that Party General Secretary and State President To Lam and New Zealand Prime Minister Christopher Luxon reviewed achievements in bilateral relations since the two countries elevated their ties to a comprehensive strategic partnership in 2025. The two sides reaffirmed the solid foundation of Viet Nam-New Zealand relations and agreed to maintain high-level political contacts and strengthen coordination at multilateral forums, contributing to the consolidation of the rules-based system.

Party General Secretary and State President To Lam expressed his satisfaction at the increasingly effective and substantive development of bilateral relations, with parliamentary cooperation making a very positive contribution to the overall achievements in bilateral ties. He proposed that the two sides increase exchanges of delegations at all levels and through Party, State, Government, and parliamentary channels, particularly among specialised parliamentary bodies, to enhance mutual understanding, exchanges, and experience sharing. The Party General Secretary and State President expressed his hope that the New Zealand Parliament would continue to support the implementation of bilateral cooperation agreements and create a favourable legal framework to promote cooperation in areas where Viet Nam has needs and New Zealand has strengths.

At the Viet Nam-New Zealand Business Roundtable, Party General Secretary and State President To Lam called on the business communities of both countries to upgrade agricultural and food cooperation along green value chains, with the two sides jointly creating new growth drivers based on science and technology, innovation, and green transition. Viet Nam is ready to serve as a gateway for New Zealand businesses to expand investment in ASEAN, while New Zealand can also serve as a bridge for Vietnamese businesses to participate more deeply in high-quality value chains in the Pacific region.

The two governments have a responsibility to create a favourable environment, remove barriers, and ensure the legitimate rights and interests of businesses. Viet Nam is committed to continuing to improve its investment environment towards greater stability, transparency, and competitiveness in line with international standards, while creating favourable conditions for New Zealand businesses to make long-term and effective investments, particularly in high-tech agriculture, the food industry, education, science, technology, innovation, and the green economy.

More importantly, each document should soon be translated into specific programmes, projects and tangible outcomes. He called on agencies, associations and businesses from both countries to enhance coordination, develop clear roadmaps and regularly review implementation. The success of Viet Nam-New Zealand economic cooperation will not be measured solely by trade turnover or the number of projects, but by the quality of connectivity, technological content, level of participation in emerging value chains, and tangible benefits delivered to businesses and people in both countries.

Speaking at the forum, themed “Building a shared future: Talent, innovation and skills for the future”, Party General Secretary and State President To Lam said that both Viet Nam and New Zealand attach importance to education, promote innovation, pursue green growth and sustainable development, respect international law and place people at the centre of development policies. To make higher and vocational education cooperation between Viet Nam and New Zealand more substantive in the coming period, the Party General Secretary and State President called on the two sides to jointly develop high-quality human resources for the digital, green, circular and knowledge-based economies; and prioritise areas with high demand and strong complementarity, such as artificial intelligence, data science, digital technology and cybersecurity.

Each lecturer, scientist and pupil or student is an ambassador of knowledge and friendship, contributing to deepening, strengthening and broadening ties between the two countries.

As part of his State visit to New Zealand, Party General Secretary and State President To Lam received Steven Joyce, Acting Chair of the New Zealand-Viet Nam Friendship Association, and several prominent members of the association.

At the meeting, Party General Secretary and State President To Lam highly appreciated and acknowledged the positive contributions, dedication and commitment of the association’s leaders and members to promoting Viet Nam-New Zealand relations in recent years, particularly in education, the economy, agriculture, and science and technology. The association’s activities have not only helped spread friendship between the two countries among New Zealanders and the Vietnamese-New Zealand community, but have also contributed to strengthening the solid social foundation of bilateral relations. Referring to bilateral ties, Party General Secretary and State President To Lam affirmed that, after more than 50 years of diplomatic relations, Viet Nam-New Zealand ties have made strong and comprehensive progress and are becoming increasingly substantive. In particular, the elevation of bilateral relations to a Comprehensive Strategic Partnership in 2025 opened a new phase of development, creating fresh momentum for cooperation in politics, foreign affairs, defence, security, the economy, culture, education, science and technology, and people-to-people exchanges.

Party General Secretary and State President To Lam said that Viet Nam is planning to establish the Viet Nam-New Zealand Friendship Association as a partner of the New Zealand-Viet Nam Friendship Association, thereby strengthening connections and exchanges and helping make the friendship between the peoples of the two countries increasingly deep and substantive. Assessing the potential for bilateral cooperation as still very substantial, Party General Secretary and State President To Lam expressed his wish that the association would continue to serve as a bridge and make positive contributions to promoting bilateral relations; continue to regard education and training as a key area of cooperation, while promoting collaboration in science and technology, climate change response, the economy, green agriculture and clean agriculture. Party General Secretary and State President To Lam also hoped that the association would continue to pay attention to and support the Vietnamese community in New Zealand, creating favourable conditions for Vietnamese people there to stabilise their lives, work, integrate well and make positive contributions to their host country and homeland.

Extending his warm greetings to the Vietnamese community in New Zealand and the South Pacific island countries, the Party General Secretary and State President acknowledged and praised the Vietnamese community and Vietnamese associations and organisations in New Zealand for their many meaningful and commendable activities. He said that they are ambassadors helping to promote a positive image of Viet Nam among international friends, and expressed his hope that they would continue to strengthen solidarity, work together to build an increasingly strong and prosperous community, uphold national pride, preserve and promote the traditional cultural identity of their homeland, and continue making practical contributions to the development of the homeland. The community should remain united and closely connected, support and help one another to develop economically, improve their quality of life and maintain ties with their homeland, while actively contributing and becoming an important factor in promoting the positive relations between Viet Nam and New Zealand.

Party General Secretary and State President To Lam’s State visits to Australia and New Zealand were highly successful, contributing significantly to strengthening political trust and generating fresh momentum for elevating relations with both Australia and New Zealand. The visits marked an important milestone in Viet Nam’s external relations, contributing to the implementation of the foreign policy set out by the 14th National Party Congress, affirming Viet Nam’s consistent policy of multilateralising and diversifying its foreign relations, consolidating a favourable external environment, expanding the space for cooperation, and enhancing Viet Nam’s role and position in the region.
