On the afternoon of April 7, after being elected as Prime Minister for the 2026–2031 term by the 16th National Assembly, Comrade Le Minh Hung took the oath of office and delivered his inaugural speech before the National Assembly as well as compatriots and voters nationwide. Distinguished Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Viet Nam, President of the Socialist Republic of Viet Nam,
Distinguished incumbent and former leaders of the Party, the state, and the Viet Nam Fatherland Front,
Distinguished Comrade Tran Thanh Man, Chairman of the National Assembly,
Distinguished deputies of the National Assembly, compatriots, and voters nationwide,
First of all, I would like to sincerely thank the National Assembly for placing its trust and electing me as Prime Minister of the Socialist Republic of Viet Nam. I am deeply aware that this is not only a great honour but also a heavy responsibility before the Fatherland, before the people, and before the requirement for rapid and sustainable development of the country.

At this solemn moment, I respectfully commemorate and express my infinite gratitude to President Ho Chi Minh, the great leader, who founded and trained our Party; I would also like to show gratitude towards my predecessors, the veterans of the Revolution, Heroic Vietnamese Mothers, heroes, martyrs, war invalids, sick soldiers, compatriots, comrades, and people nationwide, who have strived and sacrificed so that our country has gained ’s great achievements of historical significance, with its international position and prestige elevated to new heights.
I would like to sincerely thank the sound leadership and direction of the Party Central Committee, the Politburo, the Secretariat, Comrade General Secretary and President To Lam, leaders, and former leaders of the Party and state, and previous generations of government leaders, who have laid a solid foundation for the government in the next period.
Honourable National Assembly,
The 14th National Party Congress has clearly set out the vision, objectives, driving forces and action programme for a new stage of development. The 2026-2031 term opens up new historic opportunities, requiring our country not only to continue its development but to achieve breakthroughs and rise further; not only to deepen its international integration but to elevate its standing; not only to grow but to achieve rapid, sustainable and inclusive development, while improving the people’s quality of life and well-being.
Before the National Assembly and the people nationwide, I solemnly pledge: the Government will remain absolutely loyal to the Fatherland, to the people and to the Constitution; will steadfastly follow the path chosen by the Party, President Ho Chi Minh and our people; and stand united under the leadership of the Party Central Committee, with General Secretary and President To Lam at its core. The Government will focus on the following five major priority orientations:
First: Building a modern, enabling Government that serves the people
The Government will give top priority to building and comprehensively improving institutions. It will resolutely review and amend legal regulations in a synchronised manner; reduce administrative procedures to the greatest extent possible; thoroughly remove bottlenecks and obstacles; and unlock and mobilise all social resources. It will build a streamlined, lean, strong, effective and efficient apparatus.
In the spirit of a facilitating and action-oriented Government, each member must ensure that words go hand in hand with actions, govern with a modern management approach, and remain proactive and flexible in all circumstances in order to effectively fulfil their responsibilities to the Party and the people.
Second: Demonstrating the highest determination and effort in steering the economy to achieve high and sustainable growth.
Achieving an average annual GDP growth rate of over 10% during the 2026–2031 period is regarded as a critical imperative for realising the nation’s strategic goals. To this end, the Government identifies science and technology, innovation, and national digital transformation as breakthrough drivers to boost productivity, enhance competitiveness, and strengthen strategic autonomy. At the same time, emphasis will be placed on fostering new engines of growth, developing comprehensive and modern infrastructure, accelerating the green transition, and proactively adapting to climate change. The role of the state economic sector will be consolidated, while the private sector will be nurtured as the primary engine of growth, ensuring that all localities, enterprises, and citizens contribute to—and equitably benefit from—national development.
The Government also recognises that investment in people is the most sustainable investment for the future. Accordingly, it will prioritise education and training, the development of high-quality human resources, and the attraction and retention of talent. Public healthcare capacity will be strengthened from the grassroots level upward, guaranteeing universal access to quality medical services. In parallel, comprehensive social welfare policies will be implemented, with particular care for national contributors and disadvantaged groups, ensuring that no one is left behind.
The Government will promote cultural development as a fundamental pillar and intrinsic strength of the nation, affirming Viet Nam’s cultural identity and its place as a developed nation with a time-honoured tradition. At the same time, efforts will focus on reinforcing a people-based national defence and security, upholding a foreign policy of independence and self-reliance, and promoting economic and technological diplomacy, thus further enhancing Viet Nam’s role and standing in the international arena.
Third: Ensuring the effective operation of the organisational apparatus under the new model.
Since July 1, 2025, the two-tier local administration model has officially come into operation. The Government’s task is to ensure that the new apparatus functions effectively, efficiently and substantively, becoming a new driving force for development.
Continue to further promote decentralisation and delegation of authority in association with the appropriate allocation of resources, while improving the capacity of officials, especially those at the commune, ward, and special administrative unit levels, with 2026 identified as the “year of enhancing the quality of grassroots officials”; strongly shift from an administrative management approach to a service-oriented administration that facilitates development and better serves the people and businesses.
Clearly identify which tasks can be performed more quickly, better, more effectively, and more practically by local authorities, and assign those tasks to them. Foster a spirit of proactiveness, flexibility, and the courage to think, act, and take responsibility among grassroots authorities - the level closest to the people. Take the satisfaction of people and businesses as the measure to evaluate the success of government apparatus at all levels.
Fourth: Building a united, coordinated and accompanying government
The government will consistently uphold the principle that state power is unified, with assignment, coordination, and control among agencies in exercising legislative, executive, and judicial powers; at the same time, it must fully promote the role of the Viet Nam Fatherland Front, socio-political organisations, the business community, and the people in policy formulation, criticism, supervision, and implementation.
The government will closely, substantively, and effectively coordinate with Party agencies in thoroughly grasping, institutionalising and implementing the Party’s guidelines and policies; with the National Assembly in building institutions; with the Fatherland Front and socio-political organisations in understanding realities and listening to the aspirations of the people; and with local authorities in removing difficulties, unlocking resources, and creating development momentum.
Fifth: Building an incorruptible, disciplined, resilient, and responsible government
I am deeply aware that the people’s trust is the greatest resource of the nation. To achieve rapid development, the system must be clean, officials must be incorruptible, and public service must be disciplined. The government commits to act with the highest determination, placing national interests and the people’s happiness above all else as the top priority.
Continue to intensify the fight against corruption, wastefulness, and other negative practices; tighten administrative discipline and order; strengthen the accountability of heads of agencies and units; and keep power under close control. Strictly deal with any tendency to shirk responsibility or remain indifferent to the difficulties faced by people and businesses; and effectively implement mechanisms to encourage and protect officials who dare to think, dare to act and dare to take responsibility for the common good.
Honourable National Assembly, compatriots, and voters nationwide,
Faced with a task that is both demanding and profoundly honourable, the government for the 2026-2031 term is deeply conscious of its responsibility before the people and will always bear in mind President Ho Chi Minh’s teaching: “Our government is a government of the people, with only one purpose, namely to serve the interests of the people to the utmost.” [1]
I pledge that, together with the government as a whole, ministries, sectors, and localities, I will remain united and resolute in leading the country into a new phase of breakthrough development towards a strong, prosperous, civilised, and happy nation.”
I sincerely thank you and respectfully hope to continue receiving the close and regular leadership of the Party Central Committee, especially the Politburo, the Secretariat, and General Secretary and State President To Lam; the attention, advice and support of former leaders of the Party and state; the effective coordination, companionship, and supreme oversight of the National Assembly; the close coordination of the Viet Nam Fatherland Front and socio-political organisations; and the support, trust, and active participation of compatriots, soldiers nationwide, the Vietnamese community abroad, and international friends.
I wish General Secretary and State President To Lam, leaders and former leaders of the Party and the state, members of the National Assembly, distinguished guests, and all compatriots good health, happiness, and success. I wish the National Assembly every success in completing the agenda of its first session of the 16th National Assembly.
