OPENING A NEW PHASE OF DEVELOPMENT FOR RELATIONS BETWEEN VIET NAM, Republic Of Korea, AND MONGOLIA

Viet Nam always attaches great importance to and wishes to elevate its cooperative relations with the RoK to a new level that is substantive, effective, and sustainable over the long term. Viet Nam supports the RoK’s development policies and efforts to enhance its international role and position, and is ready to leverage Viet Nam’s international role and position to help promote connectivity and dialogue and maintain peace and stability in the region. The two sides will continue to strengthen and expand cooperation between the two countries’ parliaments in line with their Comprehensive Strategic Partnership.

Parliamentary diplomacy contributes to leveraging the RoK’s strengths and development experience, creating breakthroughs in economic, trade, and investment cooperation between the two countries, and particularly enhancing the effectiveness of the new pillar of science and technology cooperation: promoting cooperation in implementing Viet Nam’s 10 strategic technology sectors; attracting Korean enterprises to invest in high-tech areas; promoting connectivity in green and digital infrastructure, strategic supply chains, and supporting industries; developing regional industry clusters; expanding cooperation on standards and mutual recognition; and participating in supply chains...

Advancing the Viet Nam–Mongolia comprehensive partnership

Under the leadership and stewardship of the ruling Mongolian People's Party (MPP), Mongolia's economy has maintained steady expansion, driven by key sectors including mining, exports, livestock farming, and foreign investment. The Mongolian Government is vigorously implementing its 2024–2028 Action Programme, the 2026–2030 Development Plan, and the “Vision 2050.” Mongolia pursues a peaceful, independent, self-reliant, multi-pillar, and non-aligned foreign policy, while deepening broad and substantive cooperation with its “third neighbours,” including Viet Nam.

The traditional friendship between Viet Nam and Mongolia was established and meticulously cultivated by President Ho Chi Minh and generations of leaders of the two countries. Viet Nam has always treasured the sentiments and valuable support extended by the Mongolian State and people to Viet Nam during its past struggle for independence, as well as in its nation-building and development today. Viet Nam supports Mongolia’s major development trajectories, its efforts towards integration, and its endeavours to enhance its role and standing in the international arena. Mongolian leaders have affirmed that Viet Nam is regarded as one of Mongolia’s leading partners in Southeast Asia.

The Viet Nam–Mongolia Comprehensive Partnership has developed positively, yielding a multitude of substantive and highly encouraging outcomes. Party-to-Party relations have been strengthened; political trust has been consolidated; and exchanges of delegations and high-level contacts, as well as exchanges at various levels and between localities, have been sustained. Defence, security, judicial, and law-enforcement cooperation is emerging as a crucial pillar of bilateral relations, with a number of new and substantive developments. Economic, trade, and investment cooperation has continued to flourish through agreements, commitments, and cooperation projects, while the Viet Nam–Mongolia Intergovernmental Committee on Economic, Trade, Scientific, and Technical Cooperation has convened regularly. Cooperation in other areas, including culture, tourism, education, agriculture, local-level cooperation, and people-to-people exchanges, has also continued to broaden.
Cooperation between the two National Assemblies has been sustained, with delegation exchanges and contacts through parliamentary channels further accelerated. The two sides agreed to fortify cooperation between their legislative bodies, particularly among specialised committees, parliamentary friendship groups, young and female parliamentarians, and affiliated agencies, in alignment with the new framework of bilateral relations. They also agreed to continue coordinating and supporting each other at regional and international inter-parliamentary forums, including the Inter-Parliamentary Union (IPU), the Asia-Pacific Parliamentary Forum (APPF), and the Asia-Europe Parliamentary Partnership (ASEP).

Viet Nam stands ready to work closely with Mongolia to usher parliamentary cooperation between the two countries into a new, more substantive stage of development by deepening cooperation between their legislative bodies and encouraging the two Governments to effectively implement signed agreements. Viet Nam has also proposed that Mongolia create favourable conditions for Vietnamese businesses and citizens to conduct business and live securely in the country over the long term. More substantive cooperation between the two legislatures will contribute to bolstering bilateral cooperation in national defence, security, and the economy, particularly in science and technology and other emerging areas, commensurate with the scope of the Viet Nam–Mongolia Comprehensive Partnership.

National Assembly Chairman Tran Thanh Man’s official visit to Mongolia is of great significance, taking place at a time when Viet Nam–Mongolia relations are developing very dynamically and have recently been upgraded to a Comprehensive Partnership. The visit serves as a pivotal catalyst for the two sides to translate major commitments and orientations agreed upon by their senior leaders into concrete action, demonstrating their resolve to deepen the Comprehensive Partnership and make it more substantive and effective.

The official visits to the RoK and Mongolia by National Assembly President Tran Thanh Man and his spouse, accompanied by a high-ranking Vietnamese delegation, vividly illustrate Viet Nam’s foreign policy of independence, self-reliance, peace, friendship, cooperation, and development, as well as the diversification and multilateralisation of its external relations.
Robust coordination between the Vietnamese National Assembly and the legislatures of the RoK and Mongolia at prestigious global and regional parliamentary forums will help amplify the voice for peace and respect for international law. The visits will also contribute to further advancing exchanges between the legislative bodies, creating crucial momentum for a new stage of cooperation between Viet Nam, the RoK, and Mongolia, for peace, cooperation, and development in the region and the world.
