Resolution No. 70-NQ/TW, issued by the Politburo on August 20, 2025, is a significant strategic resolution that reflects the Party’s long-term vision and proactive thinking in ensuring national energy security in the new context. Resolution No. 70-NQ/TW builds upon and further develops the orientations set out in Resolution No. 55-NQ/TW (2020) on the national energy development strategy, while at the same time supplementing new contents that are aligned with the socio-economic context, growth requirements, global integration and international commitments.
Resolution No. 70-NQ/TW affirms that energy security is a key pillar of national security, closely linked to sustainable socio-economic development, national defence and security, environmental protection, and the improvement of people’s living standards. The Resolution sets out clear strategic objectives, shifting from a mindset focused solely on ensuring energy supply to a proactive, flexible, diversified, and sustainable energy security model. It promotes the development of renewable energy, efficient energy use, and a competitive and transparent energy market to meet the requirements of rapid development and deep international integration in a new era.
1. OBJECTIVES AND VISION
OBJECTIVES TO 2030:
- Firmly safeguard national energy security; ensure an adequate, stable, and high-quality energy supply with reduced emissions, serving socio-economic development, national defence and security, and improving people’s living standards.
- Advance energy transition in line with national development requirements and international commitments, while protecting the ecological environment.
- Develop the energy sector in a balanced and harmonious manner across sub-sectors, with synchronous and smart infrastructure, reaching an advanced level within ASEAN.
- Establish a competitive, transparent, and efficient energy market in line with the socialist-oriented market economy.
- Efficiently exploit and utilise domestic energy resources in combination with appropriate imports and exports; to strengthen energy conservation and efficiency.
