
The Dong Nai Provincial Party Committee continuously strives to innovate its leadership methods, aiming for the overarching goal of becoming one of the country’s leading economic provinces—a civilised, modern, and high-income locality. To gradually realise this aspiration, key provincial leaders have identified the promotion of democracy as an inherent need, consistently practicing a leadership style that is close to the people, respects the people, serves the people, and reforms working methods with a central focus on the people.
A recent highlight is that the province’s top leaders have been engaging in direct dialogues with various social groups, particularly residents affected by national key projects and major provincial projects. At the same time, they maintain close connections with local communities and grassroots Party cells, thereby wholeheartedly guiding, inspiring, and mobilising collective intelligence to serve the highest goal of building a prosperous and happy life for the people.
Upholding the principle of “the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit”, the Provincial Party Committee and government are determined to achieve an average economic growth rate of over 12.4% per year in the 2025 – 2030 period, with the goal of raising the per capita income to 330 million VND by 2030. This is a challenging target, but it is treated as a mandate that must be accomplished.
THE PEOPLE’S INTERESTS AS THE GUIDING PRINCIPLE FOR ALL DECISIONS

The foremost priority is to maintain a deep understanding and consistent implementation of the principle that the interests of the people, the state, and the province must always be placed above all else. This serves as the foundation for every decision and task carried out by the government apparatus.
At a meeting of the Dong Nai Party Committee in late 2024, the Party Committee’s Standing Board emphasised that the primary issue is to maintain a deep understanding and consistent implementation of the principle that the interests of the people, the state, and the province must always be given the highest priority. This is the fundamental principle for all decisions and task implementation within the apparatus.
Leaders must exercise genuine responsibility when making policy decisions and implementing work to achieve the highest common benefit. All officials and civil servants must demonstrate to the people of Dong Nai that the apparatus is truly committed to the province’s optimal development goals, serving the people with no other objectives; otherwise, it will create doubt about the apparatus’s dedication and operational capability.
Consequently, previously decided matters that were not up to standard and affected the province’s development must see serious, humble and courageous correction of mistakes. Only when making correct decisions and implementing policies that align with the people’s wishes and follow natural and scientific principles can the goal of creating prosperity for this region become reality.

To achieve this, there must be innovation in leadership methods, management approaches, and guidance to ensure the Party’s policies, directions and resolutions are effectively implemented in practice.
Particularly, it is essential to stay close to reality, start from reality, respect reality, and use reality as a measure. Thoughts must be mature, ideology must be clear; the greater the pressure, the greater the effort required, as previously directed by Prime Minister Pham Minh Chinh during his working session with the Dong Nai Party Committee.
The prime minister set out three major orientations for the Party Committee, authorities, army and people of Dong Nai to realise socio-economic development tasks. First, developing synchronous, modern and smart infrastructure, especially transport infrastructure, digital infrastructure, healthcare infrastructure, education, and climate change adaptation. Second, developing science and technology and innovation; applying achievements of the fourth industrial revolution; training high-quality human resources; promoting administrative reform; improving the investment and business environment; and developing the business community. Third, ensuring social security; protecting the environment; developing in a green, fast and sustainable manner; and not trade off social progress, justice and security for mass growth, ensuring that no one is left behind.

In order to help Dong Nai to gradually realise its aspiration to rise up, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc stressed that the reality requires all levels, sectors and localities in the province to foster innovative thinking, high determination, great efforts, drastic actions, timely, flexible and effective implementation to create a premise and solid foundation to join the country in entering a new era — an era of national rise — establishing Dong Nai as a strong and prosperous province with happy and prosperous people.
This is not the responsibility of single individual but the entire Party committee, authorities and people, requiring the active direction from the local Party committee and the full participation of authorities in the spirit of clearly assigning right people, right tasks, proper time, responsibilities, and results, while strengthening supervision, inspection so that each task will be fully completed.
According to the leaders of Dong Nai Province, in 2025, it is necessary to change thinking, working methods, and overcome limitations that have lasted for many years, notably administrative procedures and public investment disbursement. It is necessary to 'diagnose' and treat the 'disease' of the fear of responsibility, pushing work away, or the mentality of avoidance when facing difficulties, relying on and waiting for superiors to appear. Considering people as the centre, the subject, the main resource, and driving force of development, the provincial leaders need to strive to find solutions to further improve the quality of material and spiritual life of nearly 3.3 million Dong Nai people today. It is necessary to clearly state the Party's goals and ideals, which always serve to bring a prosperous and happy life to the people.
The responsibility of the Provincial Party Committee is to maximise resources and help each citizen of Dong Nai have higher income; better living environment; enjoy more spiritual life; have solutions to attract socialised resources; diversify investment forms to create more quantity and quality of education services, healthcare, entertainment, sports, public welfare works, social housing, and clean water; and ensure a clean living environment.

The Party’s leadership method is a “dynamic” factor, which always needs to be proactively improved to suit new conditions and avoid being passive and confused in the face of increasingly high demands of reality.
For example, to achieve double-digit growth, Dong Nai must innovate traditional growth drivers, but first of all, it is necessary to remove “bottlenecks” like “rock piles” on the journey up, by resolutely removing old thinking, slow ways of doing things, hindering development; increase listening to criticism, while being receptive to positive opinions; and must soon come to the right decisions, not to lose any more opportunities for the development of this land of great potential.

Thoroughly grasping the viewpoint emphasised by Party General Secretary To Lam in his article titled “Continuing to strongly innovate the Party’s leadership and ruling methods — an urgent need of the new revolutionary period”, the Standing Board of the Dong Nai Provincial Party Committee said that we are striving to build an administration of the people, by the people, and for the people, so it is essential to bring Party and State officials closer to the people. All activities of the government and the Party must be people-centred, ensuring that leaders listen to the concerns of the public and effectively communicate the Party’s policies and resolutions to them, thereby generating motivation from within the people to implement these policies.
Embracing this spirit will create a new driving force for enhancing the readiness to act among officials, civil servants, and public employees. Using public sentiment as a benchmark and a "compass" will yield tangible results in the process of refining the workforce, selecting and valuing the outstanding, capable, and upright public servants who are wholeheartedly dedicated to serving the people. This approach will be particularly significant following the ongoing comprehensive restructuring and streamlining of the administrative apparatus.
