The global and domestic economic situation presented Vietnam with unprecedented challenges and the National Assembly entered its 15 tenure with many special issues. During a difficult period, with the highest level of responsibility, the National Assembly and its members, along with the Government, issued prompt policies to help turn the situation around, demonstrating its standing as an active and innovative entity, acting boldly for the country and people.

During the first days of 2022, after five days of hard work and with a high sense of responsibility, the first extraordinary meeting concluded with many talking points, these extremely important for not only 2022 but also the subsequent years.

Bold and proactive action

The method of implementation amid a tense situation when the whole society was fighting the pandemic received a positive response from voters and the business community. That is because the National Assembly’s prompt measures institutionalised and realised the Party’s guidelines to deal with urgent social, economic, financial and budgetary issues to support the COVID-19 prevention programme and the socio-economic recovery and development programme, meeting the pressing needs of the country, enterprises and people, which are still recovering from the COVID-19 storm.

The bodies of the NA and Government and relevant agencies, joined hands with their utmost efforts day and night, to consider carefully and thoroughly, to then vote and pass important laws and resolutions with great consensus. In particular, the NA quickly issued a resolution on fiscal and monetary policies with a scale of about 350 trillion VND, to be proactive in epidemic prevention and control and to support sustainable socio-economic recovery and development in many fields. The NA also approved the Resolution on investment of the project by the initial public investment capital, with a total investment of 146.950 trillion VND. The Resolution has brought about effects in many localities, helping to connect economic centres and improve competitiveness.

At the NA forum, the NA Chairman said with the successful organisation of the first Extraordinary Session, the NA has gained valuable lessons to make "extraordinary" meetings become "normal" activities, to promptly respond to the urgent requirements of reality. Another highlight was that for the first time, the NA Standing Committee issued Resolution No. 594/NQ-UBTVQH15, which is unprecedented but in line with the provisions of the Constitution and the law, thereby enhancing the effectiveness and efficiency of the NA’s bodies, as well as promoting the roles and responsibilities of the People's Councils at all levels and the favourable coordination between the People's Committees and the People's Councils.

Decisions pave the way

In the past two years, after four regular sessions and one extraordinary session, the National Assembly and Standing Committee of the 15th National Assembly approved more than 60 resolutions on important economic, social and budget issues.

In particular, the promulgation of Resolution No.30/2021/QH15 by the National Assembly and Resolution No.43/2022/QH15 on fiscal and monetary policies, to support the programme of socio-economic recovery and development, created a legal framework for the Government to deploy, implement, and help firmly restore production and business activities and economic growth. Those “turning point” decisions were recognised by the business community and voters. 

The Chairman and Vice-Chairmen of the National Assembly directly presided over and ran the meetings, to give directions on the content and procedures for submitting Resolution No.30; at the same time, the National Assembly's agencies were very prompt in submitting to the National Assembly for completion in a week. With this important decision, the National Assembly has received a very high consensus from the National Assembly deputies, voters and the people of the country.

Voters and people witnessed and respectfully acknowledged that regardless of time or day, even Saturday and Sunday, the National Assembly building was always lit. The NA Chairman, the Vice-Chairmen, members of the NA Standing Committee and each NA staff worked non-stop until the job was done.

In the final days of 2022, with a busy schedule, the Chairman of the National Assembly and many leaders of the Party and State, successfully chaired the National Culture and Business Forum 2022, with the participation of a large number of speakers, cultural researchers, scientists, managers, National Assembly deputies, representatives from businesses and experts at home and abroad, chaired the Conference on implementing Resolution No. 560/NQ-UBTVQH15, on guiding the organisation and implementation of supervision of legal documents of the NA Council for Ethnic Affairs and NA Committees, especially, presided over the 18th session of the National Assembly Standing Committee, with many important and urgent contents, to promptly prepare for the second extraordinary meeting, and meet the practical requirements of national development and the aspirations of voters and people nationwide.

At many domestic and international forums and conferences, over the past year, leading economists, prestigious experts at home and abroad, a large number of voters, a team of intellectuals and overseas Vietnamese, Government members and leaders of central agencies, highly appreciated the innovation in legislative work of the National Assembly, with an increase in the real-life and scientific content of draft laws and laws and resolutions.

It can be said that the National Assembly Economic Forum 2021, produced an important result, namely Resolution No.43, which creates an impact on both aggregate supply and aggregate demand and combines fiscal policy and monetary policy, creating great motivation and trust, as well as receiving high approval of the society. Meanwhile, the 2022 Socio-Economic Forum is the confirmation of Vietnam’s major orientation, in giving top priority to maintaining macroeconomic stability to strengthen the resilience of the economy.

Being “invariant” to change “variables”

Presiding over many plenary sessions discussing tough content, the National Assembly Chairman gives long-range strategic and directional messages, close to the major topics of the regional and international parliamentary groups.

Most recently, the NA Chairman gave an important speech at the Australia- Vietnam Policy Institute, at the headquarters of RMIT University, Melbourne City (Australia), affirming that the Party, National Assembly, Government and people of Vietnam, are making efforts to bring the country into a new stage of development, with aspirational goals proposed at the 13th National Party Congress. Vietnam aims to become a developing country with modern industry and high middle income by 2030 and become a developed and high-income country by 2045.

The NA Chairman affirmed that the country can be strong once the people are prosperous. “During the building of any guideline and policy, we always place the people in the central position and eye the people as both the goal and the driving force of national development,” he stressed.

That is also the goal of countries in the development era. At meetings with leaders of many international corporations, companies, business communities and the Overseas Vietnamese communities during his official visits to foreign countries over the past year, the NA Chair reiterated that no matter where they live and what they do, Vietnamese people always have a very high sense of solidarity and always turn their hearts towards their homeland.  If you want to go fast, go alone, if you want to go far, go together.

Amidst the warm and friendly atmosphere at the meetings with the Overseas Vietnamese communities, NA Chairman cited beloved President Ho Chi Minh as saying that “Solidarity, solidarity, great solidarity. Success, success, great success”, hoping that the Overseas Vietnamese communities will work together and successfully cooperate, so that the word “Vietnam” will be further promoted in the international arena.
