to meet requirements in new situations

Party members are the basic elements that make up Party organisations and the entire Party. The quality of Party members determines the quality of Party organisations, the leadership capacity and the fighting strength of the entire Party. The Party’s leadership role and prestige in society are created by the qualities, abilities and qualifications of each Party member. Therefore, improving the Party’s leadership capacity and fighting strength cannot be separated from improving the quality of Party members.
A STRONG PARTY IS ATTRIBUTED TO GOOD PARTY CELLS AND GOOD PARTY MEMBERS

The country is entering a new period of development with many great opportunities and fortunes, but also many severe difficulties and challenges. To address the contingent to meet the requirements of new tasks, the Party must have correct and creative guidelines with appropriate leadership content and methods; the contingent of cadres and Party members must have the qualities, qualifications and capacity to meet the requirements and tasks.
President Ho Chi Minh pointed out: “The Party is organised by Party members. All Party work is done by Party members. All Party resolutions are implemented by Party members. All Party policies are understood by Party members to the masses. All Party slogans and plans are implemented by Party members”. He emphasised: “To lead the revolution, the Party must be strong. A strong Party is attributed to good Party cells. Good Party cells are attributed to good Party members”.

Marxism-Leninism and Ho Chi Minh Thought on Party building and rectification, throughout the process of leading the revolution in the country, in each period, the Party has always attached importance to improving the quality of Party members. However, Party member work and the quality of Party members in general still have some aspects that do not meet the requirements of the task, even a large number of cadres and Party members have degraded in political qualities, ethics, and lifestyle associated with bureaucracy, corruption, and wastefulness, seriously affecting the prestige, role, and leadership capacity of the Party, negatively affecting the relationship between the Party and the people, leading to a decline in the people’s trust in the Party.
If this situation is not resolutely and effectively resolved, it will lead to the degeneration and transformation of the Party and the State, gradually losing the Party’s leadership role. The limitations and weaknesses in the quality of Party members mentioned above are an urgent reality that needs to be seriously acknowledged. There are many reasons leading to this situation, with the fundamental reason being that Party members lack courage and self-awareness to study, cultivate and practice regularly.
A significant number of cadres and Party members, including those in leadership and management positions and even some senior officials, have shown ideological, political and moral decline, with various manifestations of fading ideals, falling into selfish individualism, opportunism and pragmatism, chasing after fame and fortune, jostling for position, showing factionalism, engaging in corruption and waste, acting arbitrarily and without principle... Each cadre and Party member, especially those in leadership and management positions, must self-examine according to their assigned duties and responsibilities. They must engage in frank, democratic, serious, and sincere self-criticism, and criticism in line with the regulations on prohibited conduct for Party members, according to their work position.

As Party members, the standards and quality of each member must demonstrate pioneering thought and action. They must possess sufficient qualities and capabilities to participate in all aspects of Party leadership, from developing guidelines and resolutions to communication, mobilisation, education, persuasion and most active implementation.
Each stage of the revolution requires suitably qualified people to implement it. Our country is entering a new development period, a new era - the era of the nation’s rise. For cadres and Party members to fulfil this important responsibility, clear criteria and specific requirements must be established regarding political ideology, capability, moral character and lifestyle to meet the demands of the current revolutionary phase. These are:
Firstly, every Party member, regardless of position or working environment, must fully recognise their responsibility to constantly strive to study, cultivate and train themselves to enhance revolutionary morality, overcome manifestations of individualism, and maintain personal honour and prestige worthy of Party membership. They must be worthy of the sacrifices and bloodshed by millions of compatriots and soldiers for the revolutionary cause, worthy of the people’s trust and pride. They must exemplify leadership and a pioneering spirit in performing duties and conduct, demonstrating their role, responsibility and awareness of what needs to be done before the organisation, the Party and the people to ensure personal, organisational and national development.

Secondly, as Party members, their standards and quality must demonstrate pioneering awareness and action. They must possess sufficient qualities and capabilities to participate in all aspects of Party leadership, from developing guidelines and resolutions to communication, mobilisation, education, persuasion and most active implementation. The measure of current cadres and Party members’ capability and fortitude is seen in their willingness to think boldly and create breakthroughs in implementing new and difficult tasks and their readiness for sacrifice and dedication.
Thirdly, they must meet the requirements for implementing the functions and duties of grassroots Party organisations and Party member responsibilities, as well as the Party’s organisational and operational principles. Every Party member must be affiliated with a specific grassroots Party organisation and be subject to its management. This is a fundamental and mandatory principle for all Party members. Depending on the type of grassroots Party organisation, the specific political tasks of the organisation, and the field and locality of work, each Party member must continuously cultivate, train, and strive to develop the necessary qualities, knowledge, and capabilities to meet both the requirements of the Party organisation and their responsibilities as a Party member.
ENHANCING THE PARTY SPIRIT OF PARTY MEMBERS

The Party spirit of a Party member is understood as the voluntary and absolute loyalty to the ideological foundation and revolutionary ideals chosen by the Party as the guiding principles for all revolutionary activities. It involves strict adherence to organisational discipline, as well as ethical standards, lifestyle, behaviour, and speech in social activities. These core elements are inseparable and closely interrelated when evaluating the Party spirit of a member.
"Building a team of officials and Party members— especially leaders and managers at all levels— with strong political will, integrity, responsibility, competence, and the right motivations is crucial. These individuals must be truly pioneering and exemplary, always prioritising the interests of the collective, the nation, and the people over personal interests, serving as true representatives of the people. Strengthening public trust in the Party requires enforcing strict discipline within the Party, ensuring the rigorous implementation of its organisational principles. Any violations by Party officials and members must be promptly, accurately, and transparently handled to uphold fairness and accountability. Party committees at all levels must enhance the quality of Party admissions while simultaneously reviewing and removing individuals who no longer meet the qualifications of a Party member."
- Resolution No. 04-NQ/TW, dated October 30, 2016, issued by the 12th Party Central Committee, focuses on strengthening Party building and rectification, preventing and reversing political, ideological, and moral degradation, as well as manifestations of “self-evolution” and “self-transformation” within the Party.-
Party organisation and discipline require strict adherence to the Party’s regulations, with the principle of democratic centralism serving as the foundation of Party activities. Self-criticism and criticism must be used as tools for Party rectification. Every Party member must uphold organisational discipline and maintain Party unity by strictly following democratic centralism principles. In terms of ethics and lifestyle (reflected in social activities, work style, and leadership approach), each Party member must not only integrate their activities closely with the Party organisation for self-discipline and development but also use their engagement in social activities as a measure of their practical political and social competence. The values and integrity of a Party member are demonstrated not only through their contributions within the Party organisation but also in their ability to attract and mobilise the working masses. A Party member’s words, gestures, and actions must strictly adhere to Party principles, setting an example of correctness and integrity before the people.
The world political situation has changed, containing unpredictable complexities. The immediate economic development task faces new advantages, opportunities, difficulties and challenges that require high solidarity and unity within the entire Party and the nation. More than ever, the Party spirit of communist party members is highly valued by the Party. Further consolidating and enhancing the Party spirit will multiply the Party's internal strength, at the same time creating new positions and forces in leading, directing and implementing political, economic and social tasks, bringing our country’s revolutionary cause to new victories.

IMPROVING THE QUALITY OF PARTY MEMBERS TO MEET
CURRENT REVOLUTIONARY REQUIREMENTS

In building and rectifying a clean and strong Party, first of all, it is necessary to build, rectify and improve the quality of party members. To ensure the quality of the Party members to meet the current requirements of the Party and the revolution, in addition to thoroughly grasping the above requirements on the quality of Party members, Party committees and organisations need to carry out the following main issues:
First, it is necessary to build specific criteria and standards for Party members.
In the very complex movement and development of the situation in all areas of economic and social life, building a Party members’ team to meet the requirements of revolutionary tasks in the current period becomes even more urgent. These must be people who: In terms of political ideology, are absolutely loyal to the revolutionary cause of the Party and the nation, actively implement the Party's renewal policy, and successfully complete assigned political tasks; have a firm political stance, and do not waver in the face of difficulties and challenges. In terms of capacity, it is necessary to have a basic understanding of Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines and viewpoints, and the State's policies and laws; have professional qualifications to be able to complete assigned tasks well; dare to think, dare to do, dare to speak, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, act for the common good; have the ability to mobilise and lead the masses to organise the implementation of the Party's guidelines, policies and strategies.
Regarding moral qualities and lifestyle, it is necessary to have a high sense of responsibility, be exemplary, take the lead in work, handle interests harmoniously, and put the interests of the Party and the Fatherland above all. It is necessary to connect closely with the people, respecting and protecting their right to mastery. It is necessary to have a clean, healthy lifestyle with discipline. Not be bureaucratic, corrupt, or wasteful and resolutely fight against bureaucracy, corruption, wastefulness and other negative practices.
Second, it is necessary to build party organisations, cadres, and party members; promote the pioneering role of party members working in each field; and perform the work of assigning tasks and managing, inspecting and supervising party members.
"Improving the leadership capacity, fighting strength of grassroots party organisations and the quality of party members is always considered by our Party as an important and regular task. Building a clean and strong grassroots party organisation and improving the quality of party members is an important, regular, long-term and continuous task, the responsibility of party committees, party organisations and party members at all levels; contributing to building and rectifying the Party and the political system, consolidating people's trust in the Party. Party members are decisive factor in the leadership and combat capacity of grassroots party organisations. Creating an environment for party members to train and strive is essential, while each member must also be self-aware in learning, cultivating their personality, ethics, and lifestyle. They should continuously enhance their political will, take vanguard and exemplary role in strictly following the principles of the Party and the oath taken upon joining the Party."
Resolution No. 21-NQ/TW (dated June 16, 2022) by the 13th Party Central Committee on building and strengthening grassroots party organisations and improving the quality of party members in the new era.
Based on the standards for party members as stipulated in the Party's Charter, party committees at various levels of grassroots organisations need to specify these standards appropriately. Assigning tasks to party members is an important aspect of member management, which is the responsibility of party committees and organisations, primarily that of branch committees. Through task assignment, the party organisation has a basis for accurately assessing the qualities, levels, capabilities, sense of responsibility, and self-cultivation of each member. Task assignments must be based on each member's abilities, strengths, aspirations, and circumstances.
Management of party members is a crucial measure to enhance their quality. To effectively manage party members, party committees and organisations need to regularly supervise members regarding their ideological stance, political views, compliance with directives and resolutions, adherence to organisational principles and party activities; assess the quality and effectiveness of their performing assigned duties, sense of responsibility, working style, relationships with the public, and exemplary role; and maintain revolutionary ethical qualities. Promoting the role of the people and creating favourable conditions for them to participate in building the Party, providing feedback on the performance of party members, and participating in supervising Party members are indispensable measures in improving the quality of party members.
Third, it is essential to strengthen education, training, and fostering to enhance all aspects of party members.
In addition to building and specifying moral standards for cadres and party members, it is particularly important to focus on educating, training, and cultivating revolutionary ethical qualities while enhancing the pioneer role of cadres and party members. This can be said to be one of the core contents in building the Party's ethical framework. Facts have shown that the tasks faced by each party organisation, agency, unit, or locality are increasingly numerous and complex. Therefore, educating, training, and fostering the team of party members is not only a regular long-term requirement but also an urgent demand.
Fourth, it is necessary to improve the quality of party meetings and enhance in-depth discussion formats.
Party committees at all levels must clearly define the requirements for each in-depth discussion session such that every member can gain a certain level of understanding and contribute to raising awareness, strengthening unity and cohesion, and consolidating trust, with the determination to complete their tasks effectively. In addition to building and specifying moral standards for cadres and Party members, it is particularly important to focus on educating, training, and cultivating revolutionary ethical qualities while enhancing the pioneer role of cadres and Party members.
Fifth, it is crucial to resolutely fight against individualism and manifestations of degradation in morality within the Party while promptly expelling degenerated members with wrongdoings from the Party.
Individualistic thinking and actions, along with signs of moral and lifestyle degradation, are always linked to political ideological decline. These are also manifestations of violations of the Party's organisational principles and discipline. It is essential to struggle to screen and eliminate degenerate and corrupt elements to make the Party cleaner and stronger. Based on the party membership standards outlined in the Party’s Charter, Party committees at various grassroots organisations need to concretise these standards appropriately. Assigning tasks to Party members is a crucial aspect of Party work. Through task assignments, Party organisations can properly assess each member’s qualities, competence, sense of responsibility, self-discipline, and commitment to self-improvement. Task assignments must be based on the capabilities, strengths, aspirations, and personal circumstances of each Party member.
Promoting the role of the people and creating favourable conditions for them to participate in party building, provide feedback and criticism on Party members, and engage in the inspection and supervision of Party members are essential measures towards enhancing the quality of Party membership. Strengthening education, training, and capacity-building for Party members is essential to enhance their overall qualifications. Each Party member must also undergo appropriate self-transformation, continuously renewing their mindset and actions, leading by example, and striving for self-improvement in competence and ethics. They must uphold high moral standards and always regard "honour as something sacred and noble," as the late General Secretary Nguyen Phu Trong repeatedly emphasised regarding the honour of Party officials and members. In reality, the tasks of each Party organisation, agency, unit, and locality are becoming increasingly numerous, challenging, and complex. Therefore, the education, training, and development of Party members is not only a regular and long-term requirement but also an urgent necessity.
The new era and emerging demands require that each cadre and Party member possess exceptional thinking, dare to think, dare to act, and take responsibility for the common good and national development. This is a crucial and decisive factor in creating new momentum and breakthroughs to ensure the success of the country’s renewal process
It is crucial to resolutely combat individualism and manifestations of moral and lifestyle degradation within the Party, promptly expelling degenerate and corrupt Party members. Individualistic thinking and actions, along with signs of moral and lifestyle degradation, are always linked to political ideological decline and constitute violations of Party principles and organisational discipline. Struggling to screen and eliminate degenerate and corrupt elements will ensure a purer, stronger Party.
The country is standing at a new historical juncture — the era of national rise. The revolutionary cause and the nation's renewal process continue to evolve and develop in response to new situations and contexts. In the pursuit of breakthroughs to propel Vietnam into an era of strength and prosperity, enhancing the capabilities of Party members plays a crucial role in reinforcing the Party’s credibility, trust, and position. New opportunities and new demands require every cadre and Party member to possess exceptional thinking, dare to innovate, dare to act, and dare to take responsibility for the common good. Their proactive role in driving development is a decisive factor in creating new momentum and breakthroughs to ensure the success of the country's renewal efforts. With the strong determination of the entire Party, military, and people; the resolute engagement of the entire political system; and the dedication of every cadre, Party member, and citizen, the realisation of the nation's aspiration for resurgence and prosperity is certain to succeed.
