19 prohibited acts for Party members

Speaking, writing or acting in contradiction of, or failing to implement, the Party’s policies and regulations or the State’s laws; engaging in acts prohibited by law.

Failing to comply with, or improperly or incompletely complying with, the Party’s organisational and operational principles; standing as a candidate, accepting nomination, or nominating candidates for positions in state bodies, the Viet Nam Fatherland Front, socio-political organisations, mass organisations assigned tasks by the Party and the State, religious organisations, or foreign organisations without prior approval from the competent Party organisation.

Opposing, denying or distorting Marxism-Leninism, Ho Chi Minh Thought, or the theoretical foundations of the renewal policy; failing to fulfil the responsibility to set an exemplary standard; engaging in individualism, opportunism or self-interest; pursuing “group interests”, parochialism, or a “term-of-office mindset”; fostering uncritical unity or superficial democracy; failing to defend what is right or challenge what is wrong; acting in a domineering, autocratic or abusive manner, engaging in bureaucratic practices or becoming distant from the people.

Providing, disclosing, losing, or writing articles containing, or posting confidential information, documents or data of the Party and the State, or information that has not been authorised for publication under the Party’s regulations, the State’s laws, and the regulations of agencies and units. Storing, disseminating, spreading or inciting others to disseminate or spread information, documents or data in any form to disseminate information or viewpoints that are contrary to the Party’s guidelines and policies and the State’s policies and laws.

Writing, speaking, publishing articles, or providing information, documents or data for others to write, speak or publish false content; failing to publish responses or corrections in accordance with the regulations.

Directly creating, producing, publishing, storing, distributing or disseminating; or encouraging organisations, individuals to create, produce, publish, store, distribute or disseminate unhealthy cultural products or literary and artistic works that are contrary to Vietnamese traditions and customs, incite social disorder, distort history, defame Party and State leaders, or oppose the Party, the State and the political system.

Disseminating articles, speeches, interviews, memoirs, films or photographs in violation of the regulations. Using Internet infrastructure, social media, digital platforms or artificial intelligence to create or disseminate false information.

Making denunciations containing fabricated information; jointly writing or signing denunciation letters with others; writing anonymous or falsely attributed denunciation letters. Sending or disseminating complaints or denunciations in any form to authorities without jurisdiction; inciting, encouraging, bribing or coercing others to lodge complaints or denunciations.

Bribing, threatening, victimising or retaliating against persons who lodge complaints or denunciations, offer criticism or comments, or engage in the fight against corruption, wastefulness and negative activities; failing to comply with the Party’s regulations and the State’s laws on the protection of whistle-blowers, persons combating corruption, wastefulness and negative activities, and their family members.

Organising, inciting or participating in factional or parochial activities that undermine internal unity. Exploiting the processes of raising concerns, providing comments, questioning or responding to questions in order to attack, make false accusations against, insult, or make arbitrary comments or assessments of organisations or individuals.

Organising, participating in, sponsoring, or assisting in the organisations or associations in violation of Party regulations or State laws; participating in demonstrations or mass gatherings that undermine security, public order, and social safety.

Reporting, filing records, declaring personal information, declaring assets and income, and explaining the origin of assets and income with dishonest practices. Using illegal diplomas, certificates, or certifications.

Transferring money and assets abroad, opening accounts and buying and selling assets overseas, and acquiring citizenship illegally.

Abusing the position of chairman or advisor to issue documents with content contrary to the Party's policies and regulations, and the State laws. Acting improperly in areas within assigned functions, duties, and powers. Mobilising, allocating, or using resources in a manner that lacks transparency or is inconsistent with the Party's policies and regulations or State laws. Establishing specific criteria or conditions designed to give one or more organisations, enterprises, or individuals an unfair advantage in accessing resources, thereby creating unequal competition.

Violations of public service ethics and professional ethics; violations of the code of conduct for persons holding positions of authority in agencies, organizations, and units; covering up or making false reports when performing duties; irresponsibility leading to disunity, corruption, waste, negative practices, and other violations within agencies, units, localities, and individuals under their direct management. Harassment and obstruction in resolving administrative procedures. Avoiding, shirking, fearing responsibility, saying one thing and doing another, failing to act, working half-heartedly, delays in advising, proposing, and implementing assigned tasks.

Knowing about but failing to report, address, or direct the handling of acts of corruption, waste, and misconduct. Interfering with, influencing, or allowing relatives or others to exploit one's position, authority, or influence for personal gain, corruption, waste, misconduct, or violation of the law. Taking advantage of pilot or special mechanisms and policies, as well as the policy of encouraging and protecting dynamic and creative cadres who dare to think, dare to act and dare to take responsibility for the common good, to commit or cover up acts of self-seeking, corruption, wastefulness, negativity, or violations of Party regulations and State laws. Violating the laws of the host country and Vietnamese law when travelling abroad.

Engaging in acts of running for position or power, covering up, abetting, intervening in, or exerting influence in any form on organisations or individuals so that oneself or another person may be received, recruited, ranked, assessed, included in personnel planning, designated, transferred, seconded, assigned to another position, rotated, appointed, reappointed, nominated, stand for election, be re-elected, commended, conferred or promoted in military rank, awarded titles, sent abroad, establish relations or work with foreign individuals or organisations, be subject to talent recruitment or enjoy cadres’ regimes and policies in contravention of regulations. Taking advantage of organisational restructuring to place persons without sufficient capacity or prestige in positions with the authority to allocate resources.

Embezzling, giving, receiving or acting as an intermediary for bribes, or taking advantage of one’s working position to broker or offer bribes in any form; organising, participating in or facilitating tax evasion, fraud, money laundering, borrowing or lending in contravention of the law.

Giving or receiving gifts in any form in order to influence organisations or responsible persons, leading to wrongful decisions that bring private benefits to oneself or to other individuals, organisations, agencies or enterprises.

Failing to practise thrift; allowing losses and wastefulness to occur in the management, exploitation and use of resources; investing in, procuring, managing or using public finance and public assets in contravention of regulations. Dispersing assets or legalising violations.

Intervening or exerting influence so that oneself, relatives or others may travel, study or receive medical treatment using sponsorship from organisations or individuals related to the sector, field, locality or area assigned to them for monitoring or management.

Obstructing, intervening in, exerting influence on or imposing upon inspection, supervision, examination, audit, investigation, prosecution, trial, judgment enforcement, consideration of special amnesty, settlement of complaints and denunciations, or disciplinary enforcement activities in order to distort, cover up or abet acts violating Party regulations and State laws. Influencing, coercing, or bribing organisations or individuals to mitigate responsibility or the severity of punishment for themselves or others. Defying conclusions and decisions of competent authorities.

Organising or participating in gambling in any form; using narcotic drugs; using alcohol or beer not in accordance with regulations or to the extent that it leads to behaviour in defiance of social ethics, violations of the law, or involvement in other social evils.

Organising weddings, funerals, and other personal or family events not in accordance with regulations, in a lavish or wasteful manner, or for personal gain. Displaying indifference or apathy toward wrongdoing in society; committing acts of domestic violence; violating regulations on marriage and the family, or on marriage with foreigners.

Engaging in or promoting superstition and superstitious activities; supporting or participating in illegal religions; or exploiting religious activities, beliefs, ethnic mechanisms, or policies for personal gain, or to commit acts in defiance of social ethics or in violation of the law.
