The 14th National Congress of the Communist Party of Viet Nam is identified as a historical milestone for the country in the Ho Chi Minh era. The preparation and drafting of the documents to be presented at the congress is of special importance, not only as a summary of 40 years of Renewal, 35 years of implementing the political platform guiding national construction in a transitional phase to socialism, and 5 years of implementing the Resolution of the 13th National Congress of the Party, but also as a vision and strategic orientation for the new development stage of the country. Nguyen Van Nen, Politburo Member and Standing Member of the Subcommittee on Documents of the 14th National Congress, has spent time with Nhan Dan Newspaper to discuss the new and groundbreaking viewpoints and policies in the draft documents.

Q: The draft documents submitted to the 14th Party Congress have promptly updated the Party’s new strategic policies and decisions. This is not only an addition to the content but also creates a “lever” to enable the documents to be implemented in practice as soon as possible. Could you please tell us what significance this perspective has in the new revolutionary period?
A: One of the very important and groundbreaking innovative policies in the process of directing and implementing the content of the documents submitted to the 14th Party Congress is the early implementation of new policies and strategies before the congress, based on practical testing and the experience accumulated over 40 years of renewal, and incorporated into the draft documents submitted to the 14th Party Congress for consideration and decision.
This demonstrates the Party’s thinking, vision, and timely responsiveness in grasping the development trends of the era, while accurately reflecting the practical requirements of the country, arousing aspirations for development, and creating high confidence and consensus throughout society.

New policy decisions have emerged as the primary driving force and an important “lever” for development, particularly in areas such as science and technology, innovation, and digital transformation; the establishment of a new growth model; the development of the state economy and the private economy as the most important driving force; the data economy and the digital economy; and accelerating digital transformation, green transformation, energy transition, the transformation of economic structure, and the quality of human resources. Efforts are also focused on building a national data ecosystem. Notably, the streamlining of the organisational apparatus of the political system and the construction of a two-tier local government model are being strongly promoted.
It can be affirmed that these are important preparatory steps to usher the Vietnamese revolution into a new era of development, continuing to vigorously renew thinking and approaches, promoting strategic breakthroughs, creating a new development ecosystem, and ensuring the viewpoint of using development to maintain stability and foster rapid and sustainable national development; safeguarding independence, self-reliance, resilience, and strategic autonomy; firmly upholding the socialist orientation; and continuously improving the living standards and happiness of the people. These efforts lay an important and solid foundation for decisive, synchronised, and effective action immediately after the Party congress.

Q: Among the three strategic breakthroughs identified in the draft Documents of the 14th National Party Congress, could you please elaborate on the core and key contents that should be prioritised in the coming period?
A: The three strategic breakthroughs outlined in the draft Documents are all highly important and closely interconnected. Each content and solution is clearly and specifically reflected in the Action Programme:
First, there must be a strong breakthrough in institutions to complete the institutional framework for rapid and sustainable development, ensuring a transparent and equitable legal environment that encourages innovation. This is the key factor for unblocking, mobilising, and effectively utilising all resources; accelerating decentralisation and delegation of authority in development management and governance between the central and local levels; promoting local autonomy and accountability; and driving breakthroughs in science, technology, innovation, and digital transformation to serve and shape development.
Second, it is necessary to renew and enhance the quality of education and training; implement policies to “attract and value talent” and make effective use of talented people; and continue to prioritise the development of high-quality human resources, especially in science and technology, to meet the requirements of digital transformation and the Fourth Industrial Revolution. At the same time, it is essential to build a contingent of leaders and managers at all levels of the political system, particularly at the strategic and grassroots levels, who are truly exemplary and possess advanced thinking and governance capacity, in line with new organisational models and the country’s requirements for breakthrough development.
Third, investment in synchronous and modern infrastructure, especially digital infrastructure and strategic transport infrastructure, as well as in infrastructure serving digital transformation, green transformation, energy transition, and climate change adaptation, will be a prerequisite for effective connectivity and the widespread diffusion of development efficiency.
Thus, it can be said that institutions are the “key that opens the way”, human resources are the “endogenous driving force”, and infrastructure is the “foundation” for development. These three elements need to be implemented in a coordinated manner. In each stage, the order of priorities may be considered in line with the requirements of national construction and development.
One of the very important and breakthrough-oriented innovation guidelines in the process of directing and implementing the contents of the documents submitted to the 14th National Party Congress is the early rollout of new policies and strategies ahead of the congress. Through practical testing, together with the experience learned from 40 years of renewal, these have been incorporated into the draft documents for the 14th National Party Congress for consideration and decision.
Q: Regarding orientations, tasks and solutions for Party building and rectification, what additions and adjustments have been made to ensure that the 14th National Party Congress marks the beginning of a new development period, moving towards the realisation of the two 100-year goals?
A: The directions, tasks and solutions for Party building and rectification work have been supplemented and adjusted with many important contents. This is to ensure that the 14th National Party Congress becomes a starting milestone for a new period of development. It will create a solid foundation for successfully achieving the goal of becoming a developing country with modern industry and upper-middle income by 2030. At the same time, it aims to realise the vision towards 2045 of becoming a developed, high-income country, for a peaceful, independent, democratic, prosperous, thriving, civilised and happy Viet Nam, firmly advancing along the path of socialism.
The draft documents to be submitted to the 14th National Party Congress, particularly the Political Report and the Action Programme to implement the Resolution of the 14th Congress, have identified the need to further strengthen Party building, rectification and self-renewal. The objective is to ensure that our Party truly embodies morality and civilisation. President Ho Chi Minh affirmed that our Party is moral and civilised. According to him, only a Party that exemplifies the intellect, conscience and honour of the nation is worthy of being its leader. Building the Party in terms of civilisation is a further step in profoundly realising Ho Chi Minh’s thought on Party building. It aims to make our Party truly “moral and civilised”. In preparation for entering a new era of development of the Vietnamese revolution and moving towards realising the two centenary goals, the Party must renew its thinking and leadership methods. This renewal is necessary to keep pace with the rapid changes of the times. A civilised Party will lead the country to develop in step with the world. It will also contribute to enhancing the Party’s prestige and leadership capacity. Through this, the People’s trust in the Party will be further consolidated. At the same time, the Documents place strong emphasis on organisation and implementation, ensuring that the Party’s resolutions are translated into real life. Both words and actions must be substantive, with effectiveness and the satisfaction of the People taken as the key measure. Particular attention is paid to strengthening and promoting the spirit of setting an example among Party members and officials, as well as Party committees at all levels, especially those in leadership positions. Measures are also enhanced to improve cadre management, inspection and supervision. In addition, the focus is on preventing and combating corruption, wastefulness and negativity, as well as preventing and countering the degradation of political ideology, morality and lifestyle…
The draft documents submitted to the 14th National Party Congress, especially the Political Report and the accompanying action plan for realising the resolution of the congress, have underscored the need to strengthen Party building, rectification, and self-renewal so that the Party truly embodies moral integrity and civilisation.
The draft Political Report to the 14th National Party Congress states: “Strengthening the consolidation and effective promotion of the power of the people and the great national unity bloc.” This is a valuable lesson drawn not only from the review of 40 years of renewal, but also from the entire course of national history, throughout which the people have always been the source of strength and the creativity of all material and spiritual values, determining every victory of the Vietnamese revolution. In practice, it is not enough merely to acknowledge the people as the centre and the goal of development; it is also essential to correctly and profoundly recognise that the people are the direct subjects participating in the formulation, organisation, supervision, and enjoyment of the fruits of national development. In this regard, the Viet Nam Fatherland Front must truly serve as a broad forum for all strata of the people, ethnic communities, religious followers, and overseas Vietnamese to meet, exchange views, and express their opinions and aspirations in a democratic and open manner. At the same time, greater attention should be paid to promoting the role of distinguished individuals, intellectuals, experts, and respected figures in society, as well as the overseas Vietnamese community, in contributing ideas and initiatives for national development.
The great national unity bloc constitutes a firm foundation for building an all-people national defence posture and a people’s security posture, closely linked with the consolidation of popular support. It provides a solid anchor and a powerful endogenous source of strength to mobilise the creativity, intellect, and resources of the entire society. This has always been a valuable lesson at every stage of the revolution, serving the cause of leadership for the country’s rapid and sustainable development.
