Nhan Dan Newspaper respectfully introduces an article by Tran Thanh Man, Politburo Member, Secretary of the Party Committee of the National Assembly and Chairman of the National Assembly, titled “The National Assembly is determined to institutionalise the Resolution of the 14th National Party Congress – swiftly putting the Party’s guidelines into practice.”
The 14th National Party Congress was a great success. It represents a political milestone of special strategic significance, opening a new phase in the country’s development. The congress reaffirmed the goal of achieving rapid and sustainable national development, with Viet Nam becoming a developing country with modern industry and upper-middle income by 2030, and a developed, high-income country with a socialist orientation by 2045. In this process, the National Assembly plays a particularly important role in institutionalising the will and determination of the Party into a legal framework and development decisions, ensuring harmony between the Party’s will and the people’s aspirations, with unified, synchronous action across the entire political system and society as a whole.
Institutionalising the Resolution of the 14th National Party Congress — the National Assembly’s central and enduring political task
More than 80 years of founding and development of the National Assembly of Viet Nam demonstrate a consistent principle: every stage of the National Assembly’s growth and its every contribution are closely linked to the leadership of the Party and its close, inseparable bond with the people.
In the new development period, the Resolution of the 14th National Party Congress places higher demands on the National Assembly. It requires continued efforts to build the National Assembly into a body that truly serves as the highest organ of state power, representing the will and aspirations of the people; to promote democracy, the rule of law, modernity, professionalism, scientific rigour, openness, transparency, effectiveness, and efficiency in the organisation and operation of the National Assembly; to decide on important national issues and exercise supreme oversight over state activities; to strengthen the role and responsibility of the Standing Committee of the National Assembly in interpreting the law; and to renew thinking while improving legislative methods and procedures to ensure professionalism, scientific soundness, timeliness, and effectiveness, meeting the requirements of rapid and sustainable national development in the new era.

The Resolution of the 14th National Party Congress clearly defines major strategic orientations: continuing to build and comprehensively improve institutions for rapid and sustainable national development, in which political institutions are decisive, economic institutions are central, and other institutions are also of great importance; establishing a new growth model, restructuring the economy, and accelerating industrialisation and modernisation with science, technology, innovation, and digital transformation as the main driving forces; strongly and comprehensively developing Vietnamese culture and people; building a modern national education system on a par with regional and global standards; making breakthroughs in science, technology, innovation, and national digital transformation; and managing sustainable social development while ensuring social progress and equity and improving the people’s living standards. Efficient management and use of resources, environmental protection, and proactive adaptation to climate change will go hand in hand with strengthened national defence and security and the building of a revolutionary, regular, elite, and modern People’s Army and People’s Public Security force, firmly safeguarding the Socialist Republic of Viet Nam.
It also emphasises the need to promote foreign affairs and international integration in a synchronous, innovative, deep, comprehensive, and effective manner; to strongly bring into play the people’s role as the centre, socialist democracy, the strength of the people and the great national unity bloc; to continue advancing the building and improvement of the socialist rule-of-law state of Viet Nam; and to further intensify Party building and rectification to ensure a comprehensively clean and strong Party, enhancing its leadership capacity, governing capability, and fighting strength.

All of these orientations must be translated by the National Assembly into a coherent, unified, feasible, and stable legal system. The National Assembly has made it clear that the quality and pace of institutionalising the Resolution of the 14th National Party Congress will be the most important yardstick for assessing the effectiveness and efficiency of the National Assembly’s performance in the coming term. All programmes for drafting laws, ordinances, and resolutions, as well as all decisions on socio-economic development, the state budget, public investment, national defence, security,and foreign affairs, must directly serve the implementation of the objectives and tasks set out by the 14th National Party Congress.
The Party Committee of the National Assembly has identified several key tasks that need to be effectively carried out following the 14th National Party Congress:
First, to closely follow the orientations and directives of the Party Central Committee, the Politburo, and the Resolution of the 14th National Party Congress in formulating and effectively implementing the Action Programme of the National Assembly Party Committee, the full-term legislative programme, and the full-term supervision programme of the 16th National Assembly; to strengthen supervision and inspection of the institutionalisation and implementation of the Party’s resolutions and guidelines in line with the direction of Party General Secretary To Lam at the opening session of the congress: “perfecting development institutions and the socialist rule-of-law State: taking implementation as the yardstick”; and to resolutely address persistent problems such as “laws that are correct but difficult to implement”, “smooth debates in the chamber but obstacles at the grassroots level”, “heat at the top, inertia at the bottom”, “much talk, little action”, and “sound policies but slow implementation”, which cause waste of resources and erode public trust. At the same time, mechanisms for power control will be improved to ensure that power is always exercised within the bounds of law, ethics, culture, national traditions, and the people’s trust.
Second, to focus on thorough preparations in all respects to successfully organise the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels for the 2026–2031 term. Efforts will be made to elect a sufficient number of deputies and ensure the required structure, while giving top priority to the quality of representatives, selecting and introducing individuals who are truly exemplary in both integrity and competence.
At the same time, parliamentary activities should be used to strengthen political fortitude and enhance the role and sense of responsibility of National Assembly deputies. This is particularly important for deputies who are Party members. They must truly be pioneers and role models, with a strong aspiration to contribute. They should dare to think, dare to act, dare to innovate creatively, and dare to take responsibility. Deputies must place the common interest above all else and genuinely serve as faithful representatives of the will and aspirations of the People. They are required to possess firm political resolve, integrity and moral probity, deep professional expertise, and strong parliamentary skills. In addition, deputies should have vision as well as the capacity for policy analysis and formulation, contributing to the design of development-oriented policies for the country in a new era. At the same time, agencies of the National Assembly are proactively and actively preparing the necessary contents for the first session of the 16th National Assembly.

Third, organisational structures and operational methods should continue to be renewed. Greater professionalisation and modernisation are required to better meet the practical demands of the country in the new era. Efforts to reform working practices must continue, in line with the spirit emphasised by General Secretary To Lam: “what is said must be done – done quickly, done correctly, done effectively, and done to the very end”.
Legislative thinking should be further renewed in a manner that creates and leads development. Strategic breakthroughs must be promoted, alongside the creation of new development ecosystems. Priority should be given to completing and synchronising institutions in order to ensure rapid and sustainable national development.
The National Assembly and its Committees are determined to effectively implement the “Digital National Assembly” model. Digital transformation is identified as a regular task. The concept of “digital mass literacy” should be widely expanded so that every National Assembly deputy becomes proficient in digital skills. At the same time, the application of artificial intelligence (AI) and virtual assistants should be intensified in legislative and supervisory work. This will help improve the quality and effectiveness of parliamentary activities.
Completing the socialist rule-of-law state – the institutional pillar of the new era
The Resolution of the 14th National Party Congress requires continued efforts to build and complete the socialist rule-of-law state of Viet Nam. This is a state of the People, by the People and for the People, under the leadership of the Communist Party of Viet Nam. It is identified as a central task in renewing the political system. This represents a foundational institutional pillar that ensures rapid and sustainable national development in the new era. It is not merely about perfecting the legal framework. Rather, it is a comprehensive process of shaping the organisation of state power and establishing modern methods of national governance, in line with the country’s development requirements in the new context.
In line with the directives of General Secretary To Lam, the task of building a socialist rule of law state must be placed within the overall work of building and rectifying the Party and the political system, linked to building a modern, effective, and efficient national governance system, with a synchronised and unified legal system that is strictly implemented, and ensuring and protecting human rights and citizens’ rights.

The National Assembly plays a central role in perfecting the institutional framework for the organisation and operation of the state apparatus; ensuring that state power is unified, with clear division of labour, coordination, and strict control; strongly reforming national governance, shifting from a purely administrative management model to a development-oriented governance model that serves the people and businesses, with the effectiveness and quality of social service as the main measure of the state apparatus.
The National Assembly will continue to focus on perfecting the laws on the functions, tasks, powers, organisational structure, staffing, and working relationships between different levels of government; promoting decentralisation and delegation of power according to the principle of “local authorities decide, local authorities act, local authorities are responsible,” while establishing a strict and effective mechanism for controlling power; strengthening accountability, discipline, and order in the performance of public duties; building a modern, efficient, and service-oriented state management and national governance system that fosters development; and building a digital government and digital administration.
In particular, the resolution of the congress emphasises the requirement to promote socialist democracy, ensuring the genuine right of the people to be masters of their own destiny; strengthening mechanisms for the people to participate in the development, supervision, and critique of policies and laws; and tightening the close relationship between the Party, the state, and the people. This is both the essence and the solid political and social foundation of the socialist rule of law state of Viet Nam. In that spirit, the National Assembly strengthens openness and transparency; improves the quality of discussions, policy decisions, and supreme oversight; and strongly promotes the role and responsibility of National Assembly deputies in representing the will and aspirations of the people.

Along with legislative activities, the National Assembly continues to innovate and improve the quality of supreme oversight, considering oversight as a key factor in ensuring that laws and resolutions are strictly, consistently, and effectively implemented. Oversight is not only to detect violations, but more importantly, to resolve obstacles, improve policies, and ensure that laws truly come into effect. Through oversight, the National Assembly contributes to improving policies, enhancing the effectiveness and efficiency of national governance, and strengthening the people’s trust in the state.
Immediately following the 14th National Congress of the Party, the National Assembly Party Committee will update the contents discussed and decided by the congress into the National Assembly Party Committee’s Action Program to effectively implement the congress resolution from the first months and years of the term, clearly defining responsibilities, roadmap, resources, and mechanisms for inspection and supervision.
Perfecting the socialist rule-of-law state means laying a solid institutional foundation for the aspiration to develop the country by 2045. It is the fundamental guarantee that all Party guidelines are promptly institutionalised, all state policies are strictly implemented, and all lawful rights and interests of the people are respected and protected. Immediately after the 14th National Congress of the Party, the Party Committee of the National Assembly will incorporate the contents discussed and decided on at the congress into its action programme in order to implement the congress’s resolution effectively from the very first months and the first year of the term. This will involve clearly defining responsibilities, roadmaps, resources, and mechanisms for inspection and supervision; ensuring the full and timely institutionalisation of all Party guidelines and decisions; upholding discipline and order; and matching words with deeds.
In the face of immense requirements and a most honourable mission in the new stage of development, the National Assembly is deeply aware of its responsibility to the Party, to the people, and to history. With its tradition of unity, renewal and responsibility; under the direct and comprehensive leadership of the Party; and with the consensus and support of the people, the National Assembly is determined, with the highest resolve, to successfully implement the Resolution of the 14th National Congress of the Party, contributing together with the entire Party, the entire people, and the entire armed forces to realising the aspiration for a strong, prosperous and happy Viet Nam in the new era.

Each National Assembly deputy — as a representative of the will and aspirations of the people — must continue to uphold a strong sense of responsibility to voters and the Fatherland; proactively renew thinking, enhance courage, intellect, and moral qualities; and participate actively and substantively in legislative activities, oversight, and decisions on major national issues. Every law enacted and every policy decision adopted must genuinely stem from the common interest, meet the country’s development requirements, reflect the legitimate aspirations of the people, and be consistent with the spirit and objectives of the Resolution of the 14th National Party Congress.

The National Assembly hopes for and believes in the continued trust and support of voters and the people nationwide; the regular and comprehensive leadership of the Party Central Committee, the Politburo, and the Secretariat; the effective coordination of the president, the government, the Viet Nam Fatherland Front, and agencies within the political system; the active, effective, and dedicated participation of National Assembly deputies; and the sense of responsibility, devotion, and wholehearted service of all cadres, civil servants, public employees, and workers of the Office of the National Assembly, the Council for Ethnic Affairs, the National Assembly’s Committees, the Offices of National Assembly and People’s Council delegations, ministries, sectors, and relevant agencies, news agencies and press organisations, and localities.
Consensus, trust, and the strength of great national unity constitute the firm foundation enabling the National Assembly to effectively fulfil the mission entrusted by the Party, the state, and the people; to bring the Resolution of the 14th National Congress of the Party swiftly and effectively into life; and, together with the entire Party, the entire people, and the entire armed forces, to realise the aspiration to build a peaceful, independent, democratic, prosperous, affluent, civilised, and happy Viet Nam, steadily advancing towards socialism.
