Viet Nam’s active and responsible role in promoting peace, stability, dialogue and cooperation

State President Luong Cuong and the high-level Vietnamese delegation have successfully concluded their working trip to the 32nd APEC Economic Leaders’ Week and bilateral meetings in the Republic of Korea (RoK). Through various initiatives and proposals, Viet Nam continued to leave strong impressions, reaffirming its role as an active and responsible member of both APEC and the international community. The trip also served as an opportunity to further strengthen cooperation with regional and global partners.

Joint action to continue to uphold APEC’s role

At the Gyeongju International Conference Centre (RoK), following the official welcome ceremony for APEC leaders, President Luong Cuong attended and delivered remarks at the first session of the 2025 APEC Economic Leaders’ Meeting, alongside leaders and heads of delegation from 21 member economies and guests including the Crown Prince of Abu Dhabi (United Arab Emirates) and the Managing Director of the International Monetary Fund (IMF).

The session focused on two major issues: promoting trade and investment amid global uncertainty, and enhancing public–private cooperation to unlock the potential of the private sector toward inclusive and sustainable growth.

In his address, President Luong Cuong underscored the urgent need to strengthen connectivity and resilience among APEC economies — especially developing members — against external shocks and disruptive technological shifts.

Three key priorities outlined by the State President for APEC to focus on

First, APEC should address major bottlenecks in regional supply chains and infrastructure by effectively digitalising customs procedures; upgrading and synchronising transport, logistics, and information technology infrastructure; harmonising regulations on cross-border data and payment systems, and narrowing the technological gap among member economies.

Second, it is necessary to promote trade and investment cooperation by accelerating efforts to realise the free trade agreement of the Asia-Pacific, implement multilateral trade agreements under the World Trade Organization such as the Trade Facilitation Agreement, and reduce non-tariff barriers.

Third, it is essential to support the private sector, particularly small and medium-sized enterprises, in accessing capital, technology, and markets, while enhancing their management capacity to adapt and grow in the digital era.

President Luong Cuong emphasised that in times of macroeconomic uncertainty, a strong microeconomic foundation is crucial for long-term growth, and the region’s development experience has confirmed the vital role of the private sector.

He affirmed that as the host of APEC 2027, Viet Nam will work closely with member economies and partners to strengthen regional economic linkages, promote green growth, and foster a favourable environment for cooperation and development — toward a peaceful, stable, and prosperous Asia-Pacific.

At the second session of the 2025 APEC Economic Leaders’ Meeting, the leaders reaffirmed the essential role of trade and investment in promoting regional development and prosperity. They committed to further strengthening regional economic integration; enhancing connectivity across three dimensions — infrastructure, institutional frameworks, and people-to-people exchanges; supporting the growth of small and medium-sized enterprises; and promoting efforts to facilitate trade, improve transparency, and advance paperless commerce. They also expressed support for initiatives aimed at ensuring resilient supply chains within the region and globally. To prepare the region for the digital transformation, the leaders agreed that the achievements of science, technology, and artificial intelligence (AI) must ultimately serve humanity.

At the meeting, President Luong Cuong observed that the world is undergoing rapid transformation driven by remarkable advances in science and technology, along with profound cultural, social, and environmental changes. He emphasised that APEC economies must proactively adapt and strengthen cooperation to seize emerging opportunities and overcome challenges.

To adapt to the rapid development of artificial intelligence and shape an inclusive, sustainable, and human-centred growth model, the President outlined five major directions for APEC cooperation.

Accordingly, APEC members should develop a shared strategic vision for building an innovation ecosystem and play a pioneering role in digital economy and AI governance — particularly by establishing necessary standards and regulations to ensure a balance between business growth incentives, the legitimate rights of citizens, social progress, and equal opportunities among economies.

In addition, APEC should focus on developing synchronised and sustainable infrastructure, as well as a secure and trustworthy digital ecosystem to support the region’s digital economic development.

He stressed the importance of mutual trust and cooperation in building a dynamic, modern, safe, and prosperous Asia-Pacific for all.

Sharing Viet Nam’s perspective, President Luong Cuong emphasised that science, technology, innovation, and digital transformation form the foundation for a new phase of development characterised by rapid and sustainable growth. He affirmed that “innovation is the endeavour of the entire nation and society, requiring the participation of all levels, all sectors, the business community across all economic components, and every citizen.”

At the conclusion of the meeting, APEC leaders adopted the Gyeongju Declaration, reaffirming their strong commitment to promoting new growth drivers, harnessing the Forum’s potential, and building an open, dynamic, resilient, and peaceful Asia-Pacific community for the prosperity of all people and future generations. The leaders also agreed to adopt the APEC Artificial Intelligence Initiative and the APEC Cooperation Framework on Demographic Change to enhance collaboration in response to emerging regional and global development trends.

At the APEC CEO Summit 2025, President Luong Cuong also delivered an important address.

Under the theme “Bridging – Business – Beyond”, this year’s summit featured more than 20 discussion sessions focusing on key issues of interest to the business community, including the global economic outlook; challenges and opportunities amid shifts in the international geopolitical environment; digital transformation; taxation policies and the multilateral trading system; infrastructure and ecosystems for artificial intelligence development; cultural industries; global monetary and financial markets; energy security; opportunities for nuclear and liquefied natural gas development; supply chains; and public–private partnerships.

In his speech, President Luong Cuong shared Viet Nam’s perspective on lessons from past industrial revolutions, the Asia-Pacific’s responsibility to the world, the role of the APEC business community, Viet Nam’s development pathway in the new era, and opportunities for cooperation with Viet Nam.

Regarding the fourth Industrial Revolution, distinguished by groundbreaking advances in AI, President Cuong stressed the need to ensure that this revolution is guided from the outset by a spirit of cooperation, creating opportunities for all economies to participate, contribute, and realise their potential.

The Vietnamese leader urged the APEC business community to join hands with governments in advancing responsible AI development, fostering open AI, and ensuring that AI is inclusive and benefits all.

He affirmed that amid profound changes and growing instability in the world, the Asia-Pacific region possesses both capacity and responsibility to play a pivotal role in ensuring global security and economic stability, while driving new growth engines in science, technology, and digital transformation.

To achieve this, the President noted that the APEC economies should overcome their differences and work together to narrow gaps and strengthen commonalities, so that the Asia-Pacific can remain a region of peace, stability, dialogue, and cooperation, a region of economic integration, knowledge sharing, technology transfer, and shared responsibility.

He highlighted Viet Nam’s remarkable progress over nearly four decades of the “Doi Moi” (Renewal) process, noting that the country now boasts a stable socio-political environment, a dynamic and globally integrated economy, a modern institutional framework, and an extensive network of international partnerships, laying a strong foundation for groundbreaking development in the new era.

The President attributed these achievements to sound policies, creativity, and tireless working spirit of the Vietnamese people, along with the valued support and cooperation of international friends.

He noted that, to maintain double-digit growth and achieve the goal of becoming a high-income developed nation by 2045, Viet Nam must make more decisive breakthroughs, thus removing barriers, unlocking resources, fully tapping resources and collective intelligence of all economic and social sectors while transforming the nation’s development model.

Along with the three strategic breakthroughs in institutions, infrastructure, and human resources, President Cuong stressed that Viet Nam is carrying out extensive reforms in lawmaking; science and technology, innovation, and digital transformation; fostering the private sector's development; upgrading infrastructure, especially in energy; and investing in human capital through education and healthcare.

He emphasised that Viet Nam is deepening international integration with domestic strength as the key driver, strengthening internal capacity while making the most of external resources, and moving from a mindset of “participation” to one of “proactive contribution.”

He stressed that amid global instability and uncertainties, partnering with Viet Nam offers businesses a safe and stable socio-political environment, a transparent and favourable investment climate, a dynamic and globally connected economy, a skilled and youthful workforce, and modern and well-developed infrastructure.

The Vietnamese leader’s speech was highly appreciated by the participants. Delegates applauded Viet Nam’s comprehensive and balanced perspective on the fourth Industrial Revolution, the Asia-Pacific region’s vital role in the new era, and its practical proposals for APEC’s development orientation and public–private cooperation in building an open, inclusive, and responsible AI ecosystem.

Speaking at a grand banquet hosted by RoK President Lee Jae Myung and his spouse to welcome APEC leaders attending the APEC meeting, President Luong Cuong stressed that joint efforts should be made to achieve the goals of peace, prosperity, and sustainable development for all economies.

He affirmed that Viet Nam stands ready to engage in mediation and reconciliation efforts, help end conflicts, build and preserve peace, and actively contribute to post-conflict reconstruction efforts of the international community. Prosperity for all can only be achieved on the basis of sincere, equal, and mutually beneficial cooperation, grounded in mutual respect, the President said.

Sharing Viet Nam’s perspective on sustainable development, President Cuong emphasised the importance of a long-term vision and a comprehensive, balanced approach.

He affirmed that Viet Nam stands ready to cooperate with partners in implementing programmes and projects on energy, digital economy, circular economy, knowledge-based economy, and high-quality human resources training.

He said as the host of APEC 2027, Viet Nam will work closely with other member economies to build on APEC’s achievements and ensure that the Asia-Pacific remains a region of opportunity and success.

 Viet Nam looks forward to welcoming all APEC leaders to the APEC Economic Leaders’ Week 2027 on the beautiful island of Phu Quoc, the leader said.

Regarding connectivity, Minister of Industry and Trade Nguyen Hong Dien highlighted key measures to ensure free, open, sustainable, and inclusive trade and investment across the Asia-Pacific.

 He called on APEC members to enhance cooperation, share experiences, and provide technical support to build AI capacity, especially in workforce training, labour market connectivity, and ensuring public access to free or low-cost AI tools. He also urged stronger cooperation in investment, green finance, and technology transfer, along with greater support for developing economies in applying digital and AI technologies to supply chain management to ensure smooth and seamless regional trade flows. He called for the active promotion of WTO reform, particularly in dispute settlement mechanism, to improve the organisation’s operational effectiveness.

He announced that Viet Nam has ratified the first phase of the Agreement on Fisheries Subsidies and will participate in the Multi-Party Interim Appeal Arbitration Arrangement (MPIA). He emphasised Viet Nam’s commitment to actively supporting and contributing to collective efforts aimed at strengthening a fair, sustainable, and inclusive multilateral trading system.

Regarding the theme of innovation and prosperity, Deputy Minister Nguyen Minh Hang proposed several key directions for APEC to focus on in order to further promote innovation and shared prosperity across the region.

 Specifically, she suggested building a regional cooperation framework on emerging technologies to ensure that AI and digital innovation serve humanity and foster inclusive growth; enhancing cooperation on labour mobility, human resource development, and sharing experiences in addressing population ageing; promoting digital capability-building so that all generations can adapt to, contribute to, and benefit from the digital economy; strengthening cross-border cooperation in creative fields to unlock the full potential of individuals and communities; investing in innovation ecosystems, supporting start-ups and micro, small and medium-sized enterprises (MSMEs); and encouraging the mobility of creative professionals, turning innovation and culture into a powerful driving force for economic growth, job creation, and mutual understanding across the region.

New momentum for Viet Nam–RoK Cooperation

Welcoming President Luong Cuong, President Lee Jae Myung affirmed that the RoK always considers Viet Nam a key partner in implementing its foreign policy in the region. He emphasised that President Luong Cuong’s visit carries great significance for joint cooperation towards peace and prosperity in the Asia–Pacific region.

President Luong Cuong expressed his pleasure at seeing how more than 30 years after the establishment of diplomatic relations, Viet Nam–RoK ties have been continually consolidated and developed. He reaffirmed that Viet Nam consistently attaches importance to relations with the RoK and hopes that bilateral cooperation will continue to make new, substantive, effective, and sustainable progress across all areas.

The two leaders agreed to continue promoting delegation exchanges and high-level and multilevel contacts through diverse channels; to effectively implement existing cooperation mechanisms; and to advance the implementation of cooperation documents signed between the two countries, particularly the agreements reached during the State visit to the RoK by General Secretary To Lam in August 2025. They committed to strengthening mutually beneficial economic cooperation consistent with both sides’ development goals, thereby creating a substantial breakthrough in collaboration. 

President Luong Cuong proposed that both sides work together to implement practical measures to achieve as soon as possible the goal of balanced and sustainable bilateral trade turnover of 150 billion USD by 2030. He affirmed that Viet Nam will continue to create favourable conditions for Korean enterprises to invest confidently and for the long term in Viet Nam.

The two leaders agreed to realise the goal of making cooperation in science, technology, innovation, digital transformation, and human resource development a new pillar of bilateral relations; and to strengthen activities in education, culture, and people-to-people exchanges to foster greater connectivity and mutual understanding. 

President Luong Cuong proposed that the RoK continue to pay attention and adopt policies to protect the legitimate rights and interests of the Vietnamese community, ensure their safety and security, and create favourable conditions for them to live, study, and work long-term in the RoK.

Both sides agreed to cooperate closely and support each other at regional and international forums of mutual interest. They also agreed to work together to promote the early upgrading of the ASEAN–Korea Free Trade Agreement, and to make thorough preparations for the forthcoming Mekong–Korea Summit.

The two sides shared a common strategic vision on maintaining peace and stability in the East Sea (South China Sea), ensuring legitimate rights and interests in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).

President Luong Cuong and the high-ranking Vietnamese delegation attended the “Viet Nam Day” programme jointly organised by Gyeongsangbuk Province, the Korea Saemaul Undong Center, and the Embassy of Viet Nam in the RoK, marking the 20th anniversary of the internationalisation of the Saemaul (New Village) Movement.

Speaking at the event, President Luong Cuong expressed his pleasure in attending the celebration amid the warm atmosphere of solidarity and friendship in Gyeongju – a leading cultural and tourism centre of the RoK, home to UNESCO-recognised world cultural heritage sites.

He recalled the special historical connection between the two peoples, noting that during the 12th–13th centuries, descendants of Viet Nam’s Ly royal family settled in this region and contributed to its development. The statue of Ly Thai To, founder of Viet Nam’s Ly dynasty in the 11th century, erected in Bonghwa County, Gyeongsangbuk Province, stands as evidence of the deep-rooted cultural and historical bonds between the two nations.

President Luong Cuong emphasised that the “Viet Nam Day” event not only serves as an opportunity to showcase Viet Nam’s land, people, history, and culture to Korean friends but also affirms the close bonds and mutual understanding that form the foundation for promoting sustainable cooperation between the two countries. He highlighted that cultural exchange and shared values have become precious foundations for strengthening the enduring and strategic partnership between Viet Nam and the RoK.

The President highly valued the role, potential, and strengths of Gyeongju City, which is renowned for its thousands of cultural and historical relics, as well as its energy and high-tech industrial hubs, and modern transport infrastructure. He noted the similarities and shared aspirations for development between Gyeongju City and Gyeongsangbuk Province with many localities across Viet Nam, affirming that both sides can become reliable strategic partners on the path toward sustainable development for the benefit of the two peoples.

President Luong Cuong expressed his belief that the “Viet Nam Day” event would open a new chapter of cooperation among localities of both countries and that Gyeongju City deserves to become a “Friendship-Connected City – a hub of cultural, tourism, and industrial cooperation between Viet Nam and the southeastern RoK”, contributing to enhancing friendship and development cooperation between the two nations.

President Luong Cuong proposed that Busan City continue to expand cooperation with Vietnamese provinces and cities, particularly in areas where Busan has strengths such as seaports and shipbuilding. He thanked and expressed his hope that the Busan municipal government would continue to support the Vietnamese community who are living, studying, and working in Busan, helping them contribute to the city’s development and further strengthening its role as a bridge of friendship between the two countries.

President Luong Cuong also received Kim Ghee Whan, President of the Korea Foundation (KF).

President Luong Cuong acknowledged with appreciation the Korea Foundation’s efforts in recent years, recognising its pioneering role in cultural diplomacy and its contribution to strengthening the humanitarian foundation of the Viet Nam–RoK Comprehensive Strategic Partnership.

The State President suggested that, based on its potential, strengths, and affection for the country and people of Viet Nam, the KF continue activities to promote the culture and people of both countries; uphold its pioneering role in expanding cooperation with Viet Nam; and strengthen cooperation in Korean language teaching in Viet Nam, particularly in teacher training, curriculum development, and professional exchange, to meet the growing demand for Korean language learning in Viet Nam.

Along with this, the State President expressed his hope that the KF would coordinate to organise jointly events promoting Vietnamese culture in the RoK and Korean culture in Viet Nam; support research, digitalisation, and preservation of cultural heritage, especially through cooperation projects between research institutes, museums, and universities of both countries; and further promote people-to-people exchanges.

Also at the meeting, State President Luong Cuong presented a souvenir to KF President Kim Ghee Whan and donated display items to the ASEAN Culture Centre.

State President Luong Cuong, together with the high-ranking Vietnamese delegation and the KF President, also witnessed the handover of a Memorandum of Understanding (MOU) between the Viet Nam Museum of Ethnology and the KF's ASEAN Culture House; visited the art installation exhibition “Vietnamese folk toys: connection”, jointly organised by the Consulate General of Viet Nam in Busan, the Viet Nam Museum of Ethnology (under the Viet Nam Academy of Social Sciences), and the KF's ASEAN Culture House.

State President Luong Cuong and the high-ranking Vietnamese delegation also met with officials and staff members of Vietnamese representative agencies in the RoK and with the Vietnamese community in the southeast region of the country. On this occasion, the State President presented Vietnamese-language books to the Vietnamese community in the Southeast RoK.

On this occasion, State President Luong Cuong also received Shin Dong Bin, Chairman of Lotte Group. The State President affirmed that Viet Nam always facilitates foreign enterprises, including those from the RoK and Lotte Group, to invest confidently and conduct long-term business in Viet Nam. He suggested that the group continue expanding its investment and consider Viet Nam a strategic market, taking advantage of new-generation free trade agreements (FTAs) that Viet Nam has signed.

The State President also emphasised that during project implementation in Viet Nam, the group should pay attention to environmental protection, strengthen linkages with domestic enterprises, use locally produced materials, ensure social welfare for employees, and create conditions for Vietnamese enterprises to participate in the value chain.

Enhancing Viet Nam’s relations with partners

Within the framework of the APEC Economic Leaders’ Week 2025 in the RoK, State President Luong Cuong met with General Secretary of the Communist Party of China (CPC) and President of China Xi Jinping.

The two sides highly valued the positive progress in relations between the two Parties and countries in recent years, agreed to continue strengthening high-level and all-level exchanges and contacts, consolidate political trust, enhance practical cooperation, foster people-to-people exchanges, and promote the stable, healthy, and sustainable development of Viet Nam–China relations.

State President Luong Cuong affirmed that the Party and State of Viet Nam always consider the development of relations with China a strategic choice, an objective requirement, and a top priority in its foreign policy. He proposed that the two sides effectively implement high-level visits, strengthen theoretical exchanges between the two Parties, and expand mutually beneficial cooperation across all fields.

Agreeing with the proposals made by State President Luong Cuong, General Secretary of the CPC and President of China Xi Jinping stressed that China attaches great importance to its relations with Viet Nam, and proposed further deepening Party-to-Party relations, enhancing the effectiveness of the theoretical seminar mechanism, while affirming China’s readiness to strengthen cooperation with Viet Nam in all areas.

The two leaders also exchanged views on maritime issues as well as other international and regional matters of mutual concern, agreeing to continue controlling and resolving disagreements appropriately and jointly maintain peace, stability, and development in the region.

The two leaders expressed their delight at meeting again and highly appreciated the effective development of the Viet Nam–Brunei Comprehensive Partnership. They agreed to continue working closely to further develop the bilateral relationship in a more substantive manner, delivering tangible benefits to both peoples and contributing to peace, stability, and cooperation in the region and the world.

President Luong Cuong welcomed the Sultan of Brunei for an official visit to Viet Nam in 2025 and agreed to continue promoting high-level and all-level exchanges, maintaining bilateral cooperation mechanisms, and effectively implementing the Action Programme for the Implementation of the Viet Nam–Brunei Comprehensive Partnership for the 2023–2027 period. The two sides will strengthen cooperation across all fields, especially the four priority areas of oil and gas, chemicals, Halal food processing, tourism, and people-to-people exchanges.

Affirming that Viet Nam always facilitates Brunei enterprises to expand investment and business in the country, the State President suggested that both sides soon sign a Memorandum of Understanding on cooperation in the Halal sector. He expressed his hope that Brunei would assist Vietnamese enterprises in production processes and certification for agricultural and Halal products, creating favourable conditions for Viet Nam’s Halal products to be exported to the Brunei market and participate in the global Halal supply chain.

The Sultan of Brunei expressed his high regard for Viet Nam and his desire to further strengthen substantive cooperation across trade, energy, oil and gas, culture, and people-to-people exchanges.

Both leaders agreed on promoting unity and upholding ASEAN’s central role in the region; strengthening cooperation on regional and international issues of mutual concern, including the East Sea (South China Sea); and promoting substantive and effective negotiations on a Code of Conduct in the East Sea (COC) in line with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

The two leaders highly valued the positive results of the Viet Nam–US Comprehensive Strategic Partnership in recent years, agreeing to continue close coordination to deepen the bilateral relationship in a substantive, stable, and sustainable manner, in line with the interests of both peoples, positively contributing to peace, cooperation, and sustainable development in the region and the world.

State President Luong Cuong congratulated the US on its achievements under President Donald Trump’s leadership and highly appreciated the President’s role in promoting conflict resolution and peace restoration in several regions around the world in recent years. Viet Nam is ready to serve as a bridge, supporting the search for sustainable and law-based solutions to conflicts.

President Luong Cuong proposed that both sides expedite negotiations on a reciprocal trade agreement, ensuring mutual benefits and alignment with the recent joint statement, while taking into account Viet Nam’s specific conditions and the strategic importance of bilateral ties. He also urged expanded collaboration in politics-diplomacy, economy-trade, science and technology, national defence-security, people-to-people exchanges, and war legacy remediation. Viet Nam welcomes the US’s active and responsible contribution to the Asia-Pacific and Indian Ocean regions.

President Trump affirmed that the US attaches importance to its comprehensive strategic partnership with Viet Nam, applauding the country’s rising global stature and ongoing efforts in reform, openness, integration and economic innovation. He also welcomed Viet Nam’s increasing imports of key US products.

The two sides also discussed regional and international issues of mutual concern. The US leader reaffirmed his support for ASEAN’s central role and spoke highly of Viet Nam’s contributions to regional and global affairs.

President Luong Cuong also held brief meetings with the Prime Ministers of Canada, Thailand, Singapore, Australia and New Zealand. During these exchanges, the leaders commended Viet Nam’s comprehensive development in recent years and its increasingly prominent international role.

President Luong Cuong and the leaders underscored the importance of promoting substantive and comprehensive bilateral relations in the coming time, as well as strengthening close coordination and active participation in cooperative processes within multilateral mechanisms and forums, including APEC and ASEAN, thereby contributing to stability, peace, cooperation and development in the region and the world.

On this occasion, President Luong Cuong also met briefly with the Prime Minister of Japan, and the Heads of Delegation of Papua New Guinea, Peru and Hong Kong (China).

The partners agreed to enhance practical and effective bilateral relations with Viet Nam, prioritising areas of mutual strength and demand such as the economy, trade, science and technology, digital and green transformation, and cooperation in addressing shared challenges such as climate change, disaster prevention, food security and cyber security.

The heads of APEC economies congratulated Viet Nam on being entrusted to host APEC for the third time in 2027, affirming their strong support and commitment to close coordination to ensure the success of APEC 2027.

Japanese Prime Minister Takaichi Sanae affirmed that Japan continues to value and wishes to deepen the comprehensive strategic partnership with Viet Nam in a more substantive and effective manner.

Malaysian Prime Minister Anwar Ibrahim and President Luong Cuong expressed delight at the increasingly close, strong and substantive development of the Viet Nam-Malaysia comprehensive strategic partnership. Prime Minister Anwar Ibrahim affirmed that Malaysia regards Viet Nam as one of its most important partners and continues to give high priority to advancing bilateral ties.

In talks with New Zealand Prime Minister Christopher Luxon, President Luong Cuong expressed satisfaction at the increasingly positive development of bilateral relations, particularly the recent upgrade of ties to a comprehensive strategic partnership during the New Zealand Prime Minister’s visit to Viet Nam.

Prime Minister Luxon expressed his wish to work closely with Viet Nam in 2026, when Viet Nam will serve as Chair of the CPTPP Ministerial Council, to promote linkages between the CPTPP and its partners.

At his meeting with Papua New Guinea Deputy Prime Minister and Head of Delegation John Rosso, President Luong Cuong affirmed that Viet Nam attaches importance to and wishes to strengthen its friendly and cooperative relations with Papua New Guinea, and stands ready to serve as a bridge between ASEAN and the Pacific Island countries, as well as the Pacific Islands Forum (PIF).

During talks with Minister of Foreign Trade and Tourism Teresa Stella Mera Gomez, head of the Peruvian delegation, President Luong Cuong stressed that Viet Nam values the friendship and multifaceted cooperation between the two countries. Minister Teresa expressed her wish for Vietnamese businesses to increase investment in Peru.

At the meeting with John Lee Ka-chiu, head of the Hong Kong (China) delegation, both sides highly valued the positive progress in Viet Nam-Hong Kong cooperation in recent times. President Luong Cuong proposed that both sides effectively implement the commitments and agreements reached during Lee’s official visit to Viet Nam in July 2024, and invited Hong Kong to send a delegation to Viet Nam to discuss cooperation in financial centre development.

President Luong Cuong also received John Denton, Secretary-General of the International Chamber of Commerce (ICC). Appreciating Denton’s insights and expressing satisfaction with the relationship between the ICC and the Viet Nam Chamber of Commerce and Industry (VCCI), President Luong Cuong affirmed that Viet Nam attaches importance to cooperation with the ICC, the world’s largest business organisation.

President Luong Cuong stated that, in response to current global trade challenges, Viet Nam is implementing various adaptive measures, including diversifying markets, developing supporting industries, making the most of new-generation free trade agreements, reforming institutions, simplifying administrative procedures, improving the business and investment environment, and promoting digital and green transformation to enhance economic resilience.

In this process, the Vietnamese leader urged the ICC to continue supporting Vietnamese small and medium-sized enterprises in improving their integration capacity and engaging more deeply in global value chains, through sharing the ICC’s tools, standards and best practices.

Welcoming the ICC’s determination and goodwill to translate commitments into action, President Luong Cuong emphasised that Viet Nam stands ready to be an active and proactive partner of the ICC in regional and global initiatives, contributing to promoting an open, fair and sustainable international trading system for peace, prosperity and opportunity for all.

President Luong Cuong also received Li Li, founder of China’s MEBO International. He noted that Viet Nam is currently promoting economic restructuring and renewal of its growth model, diversifying economic sectors, and identifying science, technology, innovation and digital transformation as key drivers of development in the new era.

President Luong Cuong affirmed that Viet Nam always creates the most favourable conditions for foreign enterprises, including MEBO, to invest and conduct business in Viet Nam, in full compliance with Vietnamese laws and regulations.

As part of the APEC Economic Leaders’ Week in Gyeongju, on October 30, Viet Nam and Singapore signed a memorandum of cooperation on rice trade, marking a new step forward in their efforts to enhance economic cooperation and ensure regional food security.
