The fund has been set up to receive, manage, and ustilise donations and assistance from domestic and foreign organisations and individuals, along with other legal sources, for COVID-19 vaccine procurement and import, research and production in the country, and the provision of vaccines for people.

Minister of Finance Ho Duc Phoc said that his ministry commits to transparently publicising the fund’s daily and periodical volumes of donations obtained as well as the spending of the Ministry of Health after each round of the domestic vaccination against COVID-19.

The ministry, which is in charge of the vaccine fund, has established a management board for it at the State Treasury and opened a bank account to receive support from individuals and organisations inside and outside the country.

Vietnam requires 150 million doses of vaccines to administer to about 75% of its population this year, at a total cost of VND25.2 trillion .

The huge cost requires contributions by organisations and individuals both at home and abroad, separate from the State budget.

In order to ensure publicity and transparency in the fund control mechanism, the representative of the Ministry of Finance said that the proceeds will be transparently publicised on the websites of the Ministry of Finance and the State Treasury of Vietnam. If necessary, inspection and audit will be carried out according to regulations.
