Potential for urban development in Hung Yen

The northern province of Hung Yen has great potential and strengths for urban development to meet the needs of and improve the people's living quality.

Hung Yen is a key northern economic region, bordering the capital city of Hanoi, with a well-developed transport system connecting urban areas, economic centres, airports and seaports. In addition, the province’s economy has developed dynamically, attracting about 2,000 domestic and foreign investment projects with total registered capital of over VND186 trillion (US$81 million) and over US$5.1 billion, respectively, creating jobs for thousands of people.

Over the past years, the Hung Yen provincial authorities have issued many resolutions, programmes and plans on urban development including Resolution No.12-NQ/TU (dated December 22, 2016) on the Urban Development Programme for the province during the 2016-2020 period, with a vision to 2030, approved by the 18th Provincial Party Committee; the provincial People’s Committee’s Decision No.478/QD-UBND (dated on February 2, 2017) on approving the above programme; the adjustment of the Urban Development Programme in Decision No. 1507/QD-UBND dated July 7, 2020; and Decision No.1062/QD-UBND dated April 3, 2017 on the implementation plan of the Provincial Urban Development Program for the period up to 2020.

Hung Yen province has focused on leading, directing and implementing urban development investment planning and management as well as development programmes for each urban area and urban classification and recognition schemes. Construction and urban planning projects have been carried out, as a basis for formulating development programmes and plans and as a tool for urban development investment management. The province has attracted investment into key projects, thereby promoting urban development in the locality.

The average urbanisation rate of Hung Yen has been 3.68% per year since 2015 and this reached 41.2% in 2020. The province has 23 urban areas, including Hung Yen City, recognised as grade III one, grade IV urban areas (My Hao provincial-level town, Nhu Quynh district-level town and its expanded area) and 20 grade V urban areas. The locality has been creating a submission to the recognition of expanded Van Giang Town as a grade IV urban area as well as forming a provincial-level urban development programme during 2021-2025 period, with a vision to 2030, to concretise the National Urban Classification Plan that was adapted by the Prime Minister at his Decision No.241/QD-TTg on February 24, 2021.

Hung Yen has also paid much attention to implementing policies, programmes and projects on urban development, creating favourable conditions for the implementation of 42 urban and housing development projects, with a total land area of around 1,854 hectares, across the whole province. Out of all the projects, 37 have been built with a total area of over 1,100 hectares following the completion of compensation, support and resettlement works. The Ecopark urban area in Van Giang district has an area of about 500 hectares, of which the residential land area (around 33%) has basically been completed with its technical infrastructure installed. Thousands of villas, townhouses and apartments have been constructed and handed over to customers. The highlight of the Ecopark urban area is a modern urban area, with an area of green trees and a lake of about 110 hectares and an average density of around 120 trees per person, ensuring residents live in a green and fresh urban area.

The urbanisation rate in Hung Yen has been improved, but it is not commensurate with the potential and strengths of the province. According to Director of the Provincial Department of Construction Luong Anh Tuan, in order to effectively promote the province’s potential and strengths in urban development, the province will conduct several measures such as the review, adjustment and formation of construction plan according to the Law on Planning. The development of major planning projects will be accelerated, including the Provincial Plan, Van Giang urban master plan, My Hao provincial-level town master plan, the master plan for Nhu Quynh town and its expanded area, and the plan for the area along the Hanoi - Hai Phong expressway.

The authorities will improve the quality of planning formulation, appraisal and approval; enhance the efficiency of State management and their responsibilities in managing and implementing plans; and manage and carry out the investment of urban projects. The managers will urge to speed up the construction investment progress of large urban areas including Dream City ecological urban area, Dai An urban area, and the urban area in the north of National Highway 5 – Subdivision A. The resources will also be mobilised and allocated to conduct the Provincial Urban Development Programme while enhancing investment into essential projects that are considered as driving forces for urban development such as the road connecting two expressways, The extended inter-provincial road between Hanoi and Hung Yen, DT.382B road on both sides of Hanoi - Hai Phong highway, the horizontal trunk road connecting National Highway 39 (km22+550) with DT.376 road, intersection of Hanoi - Hai Phong Expressway with Ring Road 3.5 and Tan Phuc intersection.

The local authorities will boost zoning and detailed planning of urban areas urban development as well as investment attraction with various investment options suitable to the projects’ scale and origin of land use.
