In Indonesia, General Secretary To Lam held talks with the Indonesian President, met with the Speaker of the People's Representative Council, the Speaker of the Regional Representatives Council, and the Chairperson of the People's Consultative Assembly (MPR), hosted receptions for Indonesian corporations and attended the Vietnam – Indonesia business dialogue.
The first visit of General Secretary of the Communist Party of Vietnam Central Committee To Lam to Indonesia, Singapore and the ASEAN Secretariat was a great success.
Visiting the ASEAN Secretariat, the General Secretary had a working meeting with the ASEAN Secretary General and the ASEAN Secretariat, along with Ambassadors and Heads of Delegations of ASEAN member countries, attended the ceremony celebrating the 30th anniversary of Vietnam's accession to ASEAN and delivered a speech on important policies.
In Singapore, General Secretary To Lam held talks with PM Lawrence Wong, met with President Tharma Shamugaratnam and Speaker of the Parliament Seah Kian Peng, received Senior Minister and Coordinating Minister for National Security Teo Chee Hean, offered flowers in tribute to President Ho Chi Minh at his statue in the Asian Civilizations Museum (ACM), received representatives of some typical enterprises and met with the overseas intellectual community in Singapore.
At the talks and meetings in a friendly and open atmosphere, General Secretary To Lam and Indonesian leaders affirmed attaching importance and continuing to foster the traditional friendship and comprehensive cooperation between the two countries.
The two sides agreed to upgrade the bilateral relationship to a Comprehensive Strategic Partnership, thereby enhancing political trust, comprehensive and profound cooperation, based on respecting sovereignty, territorial integrity and political independence, and working together to address global challenges.
Bringing Vietnam-Indonesia relations to a new chapter, on the occasion of the 70th anniversary of diplomatic relations, the two sides emphasised the importance of enhancing people-to-people exchanges, deepening economic cooperation, contributing to achieving the goal of Vietnam and Indonesia becoming high-income countries by the 100th anniversary of the two countries' National Day in 2045.
General Secretary To Lam and Singaporean leaders affirmed that Vietnam and Singapore always attach importance to and wish to promote the friendship and multifaceted cooperation between the two countries. Based on the achievements of cooperation over more than five decades since the two countries established diplomatic relations, the two sides agreed to upgrade the Vietnam-Singapore relationship to a Comprehensive Strategic Partnership.
This is a historic milestone, opening a new chapter with a long-term and comprehensive vision in the relationship between the two countries, contributing to strengthening political trust and comprehensive cooperation, making Vietnam-Singapore cooperation a model in international relations in the new era, based on respecting the independence, sovereignty, political institutions of each country and international law.
Highlighting ASEAN's achievements over the past 60 years of cooperation, as well as the Association's important contributions and central role in maintaining peace, stability and promoting cooperation, General Secretary To Lam and the ASEAN Secretary General stressed the importance of strengthening intra-bloc solidarity, strategic autonomy and economic self-reliance of the Association.
The ASEAN Secretary General welcomed the first visit of the General Secretary of the General Secretary of the Communist Party of Vietnam Central Committee to the ASEAN Secretariat, affirming that this is a historic milestone, demonstrating the importance of ASEAN cooperation, as well as Vietnam's important role and contributions to the Association.
General Secretary To Lam affirmed that ASEAN is an important pillar in Vietnam's foreign policy and an inseparable part of Vietnam's development and integration strategy. On the journey of cooperation in the new era, Vietnam continues to promote a sense of responsibility, actively and proactively contributing to the common work of the Association.
General Secretary To Lam and other leaders affirmed their commitment to strengthening cooperation to consolidate the process of building the Community, promoting ASEAN's central role, and supporting and closely coordinating at multilateral forums.
Regarding the East Sea/South China Sea issue, the leaders emphasised the importance of maintaining peace, security, stability, freedom of navigation and aviation, following ASEAN's consistent stance; resolving disputes through legal and diplomatic measures, complying with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS); fully and effectively implementing the Declaration of the Conduct of Parties in the East Sea/ South China Sea (DOC), and encouraging the early completion of negotiations on the Code of Conduct in the East Sea/ South China Sea (COC).

The elevation of relations between Vietnam and Indonesia and Singapore has made Vietnam the first Comprehensive Strategic Partner of Indonesia and Singapore in ASEAN, thereby enhancing political trust, opening up a wider and deeper space for cooperation, contributing to the process of building the ASEAN Community, consolidating solidarity and the central role of the Association, contributing to peace, stability and development of the region and the world.
