The emergence of new generations of students — Gen Z (born between 1997 and 2012) and Gen Alpha (born between 2010 and 2024/2025) — who are “digital natives” familiar with technology from birth, is posing unprecedented challenges to traditional education systems.

The resolution is issued with the aim of establishing the first unified and comprehensive legal framework in Viet Nam for digital citizens, clearly defining their legal status, as well as the rights, benefits and responsibilities of citizens when participating in the digital environment. This is regarded as an important step in building digital government, the digital economy and a digital society.

Prime Minister Pham Minh Chinh on December 20 called for stronger and more decisive action to develop the digital economy, digital society and digital citizens, outlining major orientations for the country in the work.

Currently, more than 90% of Vietnamese children use the internet — equivalent to around 15 million “digital citizens” growing up with smartphones, social media, and AI algorithms. This group represents both a large potential consumer segment and a population at high risk of legal and safety violations on social media if not properly protected and guided.
