The resolution is issued with the aim of establishing the first unified and comprehensive legal framework in Viet Nam for digital citizens, clearly defining their legal status, as well as the rights, benefits and responsibilities of citizens when participating in the digital environment. Ensuring real safety for children on e-commerce platforms

Currently, more than 90% of Vietnamese children use the internet — equivalent to around 15 million “digital citizens” growing up with smartphones, social media, and AI algorithms. This group represents both a large potential consumer segment and a population at high risk of legal and safety violations on social media if not properly protected and guided.
