The upcoming state visit by General Secretary of the Communist Party of Viet Nam Central Committee and President of Viet Nam To Lam to New Zealand is an important opportunity for the two countries to advance the substantive implementation of their Comprehensive Strategic Partnership and expand mutually beneficial cooperation, according to Prof. Emeritus Roberto Rabel, a senior fellow at the Centre for Strategic Studies at Victoria University of Wellington.
