Viet Nam’s start-up ecosystem is entering a phase of rapid growth, supported by a range of breakthrough policies aimed at promoting entrepreneurship and innovation. However, a deeper look shows that the start-up ecosystem still faces many bottlenecks, making it difficult for projects to move into real-world application and establish a foothold in the market.

During the 2025–2030 term, the Party organisation, authorities and people of Da Nang are entering a new phase of opportunity with a strong determination to break through. Building on an improving investment climate and a start-up ecosystem for innovation that already shows many bright spots, the city needs to act with greater resolve and at a faster pace.

Ho Chi Minh City aims to be among the world’s top 100 cities with the most dynamic innovative start-up ecosystems by 2030, laying the foundation for sustainable development.

Although Viet Nam’s incubators are expected to become the nucleus of the start-up ecosystem, they remain limited in terms of both number and capacity, failing to meet the needs of hundreds of thousands of enterprises. Meanwhile, digital transformation is fundamentally changing how start-ups operate and expand connection.
