Prime Minister Pham Minh Chinh has ordered revision of overlapping regulations and building of a job-position framework as the basis for appropriate staffing to consolidate the two-tier local government system in November.
Politburo member, Prime Minister Pham Minh Chinh on August 8 attended the first congress of the Party Organisation of Tay Ho ward of Ha Noi for the 2025–2030 term, during which he called for fresh momentum to turn the ward into a model that takes the lead in all fields.
The two-tier local administration system has initially operated in a stable and smooth manner, shifting from a management role to one of service provision and development facilitation, Prime Minister Pham Minh Chinh affirmed while addressing a conference reviewing one month of running this system on July 28.
The implementation of the two-tier local administration model, starting July 1, is an inevitable choice for the prosperous future and development of Viet Nam, and a strategic reform aimed at improving administrative management efficiency and national competitiveness, according to Kwon Seong Taek, Chairman of the Korea – Viet Nam Economic and Cultural Association (KOVECA).
Party General Secretary To Lam has directed provincial-level Party Committees to strengthen leadership so that all operations of both provincial and commune-level administrations run smoothly and efficiently, with the overarching goal of better serving people and enterprises.
Administrative procedures for citizens and businesses had been issued in a timely manner, with clear and detailed regulations, and were promptly put in place to ensure seamless implementation as the two-tier local administration model began operations on July 1, Deputy Minister of Home Affairs Nguyen Thi Ha said at the Government’s regular press conference on July 3.
Party General Secretary To Lam on July 1 inspected the operations of the newly restructured two-tier local administration model in Phuc Thinh commune, Tay Ho ward, and the public administration service centre of Ha Noi.
The two-tier local administration model officially came into operation on July 1, with Viet Nam now consisting of 34 provinces and cities, and 3,321 communes and wards.
State President Luong Cuong has emphasised that the restructuring of commune-level administrative units will open up new development space for Ha Noi to better promote its role as the spearhead and growth driver for the capital region, the northern key economic region, and the whole country.
