Prime Minister Pham Minh Chinh has directed ministries and sectors to urgently develop draft resolutions to submit to the National Assembly and an action plan of the Government to implement the Politburo's newly issued resolutions, aiming to rapidly translate policy directives into practice and help propel the nation into a new era – that of the nation’s rise.

Permanent Deputy Minister Nguyen Hoa Binh presided over a meeting on September 9 with leaders of ministries and sectors to assess the enforcement of laws on decentralisation, delegation of authority, and delineation of responsibilities, as well as finalise a report for submission to the Politburo.

In recent times, to ensure the effective and seamless operation of the two-tier local government apparatus, Party committees in Lai Chau Province have implemented solutions directed towards the grassroots level, promptly addressing issues arising from daily life and improving the capacity to serve the people.

According to the report of the Ministry of Home Affairs, after two months of operation, the two-tier local government system is basically stable and smooth. This is a positive signal, showing great efforts from the Central to the local level in an unprecedented transition period.

Newly merged communes have officially come into operation as of July 1, 2025. To ensure uninterrupted public finance and state budget activities, on the afternoon of July 26, the Ministry of Finance held an online conference with localities to listen, respond, and address issues, thereby ensuring the two-tier local government model operates smoothly and effectively.

After nearly one month of implementing the new two-tier local government model, local authorities have been actively addressing these challenges, aiming to stabilise the commune-level administrative systems and ensure them operate effectively in serving the people.

After more than two weeks of officially operating the two-tier local government model, 34 provinces and cities have recorded many positive changes. The apparatus has been streamlined, and work handling processes have become more transparent and efficient.

This marks a significant step in the province’s transition to a two-tier local government system.

The Ha Noi People’s Council has passed 11 key resolutions to ensure the effective operation of the two-tier local government model, which officially took effect from July 1, 2025.

As challenges are on the horizon, the Government outlined several missions and measures for the final six months of the year, including closely monitoring the operations of two-tier local government model, implementing regulations on decentralisation and authority distribution to provide timely guidance and resolve local bottlenecks, ensuring smooth settlement of administrative procedures.

Viet Nam will officially adopt a two-tier local government structure nationwide, starting July 1, 2025, comprising the provincial and commune levels. Under the new model, the country will be organised into 34 provinces and centrally-run cities, along with 3,321 commune-level administrative units.

The two-tier local government model, to become operational from July 1, will bring the government closer to the people and enable it to deliver better public services, Permanent Deputy Prime Minister Nguyen Hoa Binh told the press on the thresholds of this historic milestone.

Localities nationwide simultaneously held ceremonies at 8:00 a.m on June 30 to announce central and local resolutions and decisions regarding the organisation of the two-tier local government model.

Prime Minister Pham Minh Chinh has demanded the urgent upgrade and development of information systems to support streamlined, efficient, and uninterrupted public service delivery during the administrative transition, aiming to establish the National Public Service Portal as the sole centralised gateway for all digital public services starting 6pm on June 27.

Prime Minister Pham Minh Chinh issued a dispatch on June 22, ordering swift action to ensure State agencies are equipped with necessary infrastructure and resources as Viet Nam pushes forward with administrative restructuring and rolls out a streamlined two-tier local government model.
