The 4th Plenum of the 14th Party Central Committee was held in Ha Noi from October 5 to 8, 2026. After considering and discussing submissions and reports from the Politburo,
RESOLVES
1.To approve the contents of the following documents:
- Resolution on strengthening Party building and rectification and building a comprehensively clean and strong political system to meet the country's development requirements in the new era.
- Resolution on continuing to renew and improve the Party's leadership and ruling methods in the new era.
- Resolution on continuing to build cadres at all levels and fundamentally and comprehensively reform personnel work to meet the country's development requirements in the new era.
- Regulations on the Party's inspection, supervision and disciplinary work.
- Regulations on Party members' participation in investment and business activities.
- Conclusion on attracting and making effective use of talent in key sectors and fields to support the country's rapid and sustainable development.
- Conclusion on socio-economic development and implementation of the state budget in 2026, and the plan for 2027.
- Conclusion on the outline for reviewing practical experience and studying amendments and supplements to the Party Charter.
- Detailed outline of the report reviewing 100 years of the Party's leadership of the Vietnamese revolution (1930-2030) and orientations for leading the country's development over the following 100 years (2030-2130); and the detailed outline of the report reviewing 40 years of implementing the Platform for national construction during the transitional period to socialism.
The Politburo is tasked with considering the opinions expressed during discussions by the Party Central Committee, providing explanations and incorporating feedback, directing the finalisation and issuance of the documents, and guiding and organising their implementation.
2. To discuss, give opinions on and approve the following reports:
- Party building and political system development in the third quarter of 2026, and key orientations and tasks for the fourth quarter of 2026.
- Key issues handled by the Politburo between the 3rd and 4th plenums of the 14th Party Central Committee, and several key tasks between the 4th and 5th plenums.
- The international situation and several prominent issues requiring attention in defence, security and foreign affairs.
- Emerging security issues from the 14th National Party Congress to date.
3. To agree in principle to renaming the Party Committee of the Viet Nam Fatherland Front (VFF) and central mass organisations as the Party Committee of Mass Mobilisation, VFF and central mass organisations. The Politburo and the Secretariat are tasked with making decisions within their respective authority and directing consistent and coordinated implementation throughout the political system.
4. To elect Tran Quang Bao, a member of the Party Committee of the Ministry of Agriculture and Environment and Secretary of the Party Committee and Director of the Department of Forestry and Forest Protection under the Ministry of Agriculture and Environment, as an additional member of the Central Inspection Commission for the 2026-2031 tenure.
The Party Central Committee calls on the entire Party, people and armed forces to continue upholding the tradition of patriotism; strengthening solidarity, unity and collective efforts; promoting a strong sense of responsibility, self-reliance, resilience and innovation; and striving to overcome all difficulties and challenges and successfully fulfil the goals and tasks for 2026. It also calls for a firm determination to successfully implement the Resolution of the 14th National Party Congress.
