On the same day, the meeting of Party Committee Secretaries of the Armies and comrades in charge of general departments directly leading soldiers at the Dien Bien Phu Front ended. The meeting took place for three days from April 27-29, 1954. During the meeting, General Vo Nguyen Giap, Party Committee Secretary of the Campaign, introduced the new resolution of the Politburo and presented the report of the Front Party Committee titled “Resolutely fighting against negative right-wing ideology, building positive revolutionary spirit, thoroughly obeying orders to ensure complete victory for the campaign”. The meeting included discussion and careful analyses of the difficulties and advantages of the Vietnamese troops and the enemy. Both the General Military Commission, the comrades in charge of the general departments and the Armies’ Party Committee Secretaries strictly reviewed and rectified the negative right-wing ideology and defined the determination and measures to lead the soldiers to fight resolutely, ensuring victory for the Dien Bien Phu Campaign.

After the meeting, most officers of the Campaign Political Commission divided themselves to help the units implement an intensive education session for the entire army, from party committees to party members, from officers to soldiers, to provide them with clear awareness of the situation and increase their determination to complete the task.
