Deputy PM Bui Thanh Son chairs National Steering Committee meeting on ODA and concessional loans

In his remarks, the deputy PM instructed the Ministry of Finance to urgently complete and submit to the prime minister a new decree to replace Decree 114/2021/ND-CP and Decree 20/2023/ND-CP on the management and use of ODA and concessional loans by April 30, 2025.

The draft decree must clearly define the content related to decentralisation, delegation of authority, administrative procedure simplification, and accountability to facilitate monitoring, supervision, and evaluation.

The Ministry of Finance should coordinate with relevant ministries and agencies to thoroughly review existing obstacles in the laws on public investment, public debt management, and state budget related to the management and use of ODA and concessional loans, and should propose amendments to the Government and the National Assembly.

The Ministry of Finance should also coordinate with ministries, sectors, localities, and donors to promptly update difficulties and obstacles in the preparation, approval, and implementation of ODA and foreign concessional loan projects and propose specific solutions. They are also tasked with thoroughly preparing the agenda for the deputy prime minister’s upcoming meeting with donors, scheduled for early May.

The Ministry of Foreign Affairs is to review current issues, particularly procedures under the Law on International Treaties and submit proposals to amend the law at the National Assembly’s year-end 2025 session.

The deputy prime minister emphasised that to achieve a growth target of 8% or more in 2025 and double-digit growth in the following period, it is essential to mobilise all resources for development, including taking advantage of external resources, especially in sectors where Vietnam lacks sufficient financial and technological capacity.

In this new development phase, new approaches are needed, especially improving processes and accelerating implementation to enhance the effectiveness of ODA and concessional loans, avoiding prolonged delays, and preventing waste of resources and time.
