Building and developing Ha Noi in new era

The government has issued Resolution No. 158/NQ-CP promulgating its action programme for implementing Politburo Resolution No. 02-NQ/TW (dated March 17, 2026) on building and developing Ha Noi in the new era.

The programme aims to build and develop the capital with people placed at the centre, as both the subject and driving force of development. Quality of life and the happiness of the people will serve as key measures of success, while innovation, green transformation, digital transformation, and the development of a circular economy will constitute the principal drivers for promoting rapid and sustainable growth and enhancing Ha Noi’s competitiveness in the new era.

The development of the capital must go hand in hand with long-term stability. Political and social stability, together with the maintenance of security and public order, will serve as the foundation for building and developing Ha Noi in the new era. The city is expected to strive towards achieving the objectives and targets set out in Resolution No. 02-NQ/TW.

To realise these goals, the government has required ministries, ministerial-level agencies, the Ha Noi People’s Committee, localities within the Capital Region, the Red River Delta, and the Northern Midlands and Mountainous Region, as well as other provinces and cities nationwide, to implement a series of key tasks and solutions alongside their regular responsibilities.

These include promoting awareness, communication and dissemination of Resolution No. 02-NQ/TW; developing the capital’s planning framework with a long-term and stable vision; strengthening regional connectivity and development; establishing breakthrough institutional mechanisms for Ha Noi’s growth; fostering the comprehensive development of the capital’s culture and people; shaping a new growth model; promoting Ha Noi’s key economic sectors; and mobilising, utilising, and managing resources more effectively.

During 2026, ministries, sectors and local authorities are required to work closely with Ha Noi to complete the formulation of the Capital Master Plan, ensuring long-term stability and incorporating a strategic vision extending 100 years into the future.

The action programme sets out a detailed range of responsibilities and tasks for Ha Noi and relevant agencies, with the overarching goal of building a capital city that is “Cultured, Civilised, Modern, and Happy.”
