Hailing 2020 as a target year of the plan on the implementation of the ASW, NSW and trade facilitation, Deputy PM Hue, who heads Committee 1899, asked ministries and sectors to continue carrying out their tasks and solutions according to the PM’s Decision No. 1254/QD-TTg and the decision on amendments and supplements to Decision 1254, as well as the conclusions of the Committee 1899 chairman at the committee’s meetings.
He applauded the efforts of ministries and branches in reducing specialised inspection procedures, requesting the continuous realisation of the goals assigned by the Government, including improving the NSW portal management and connection, building a database of commodities subject to inspection procedure reduction for implementation, and continuing the pilot implementation of a scheme on customs clearance guarantee before submitting it to the authorised levels for consideration this year.
Regarding the control of the novel coronavirus (nCoV) and avian influenza epidemics which are currently affecting the cross-border import-export activities, the deputy PM stressed the need to evaluate the reality of the epidemics’ impacts on goods underwriting, thereby supplementing specific and practical measures in specialised inspection and customs clearance to both meet the needs of epidemic control and prevent cargo congestion.

At the same time, he asked the Vietnam Logistics Business Association to mobilise its members to promptly issue a notice on the reduction of 10-20% of warehousing costs, especially cold storage, as committed to the Ministry of Industry and Trade, to support the trade centres and supermarkets to buy agro-products of farmers.
As reported by the Ministry of Finance, as of January 31, 2020, a total of 188 administrative procedures of 13 ministries and branches were connected to the NSW, with around 2.8 million records of more than 35,000 enterprises, an increase of 15 procedures compared to 2018.
In addition, the Vietnamese ministries and branches continued to connect the ASW with four countries in the region, namely Brunei, Cambodia, Laos and Myanmar, while completing the pilot of the export customs declaration with a non-ASEAN partner, the Eurasian Economic Union, and negotiating the exchange of quarantine certificates and certificates of origin with a number of countries in the world.
