The meeting was co-chaired by Doan Minh Huan, Politburo member and Director of the Ho Chi Minh National Academy of Politics, and Nguyen Xuan Thang, former Politburo member and Chairman of the Central Theoretical Council. Le Van Loi, member of the Party Central Committee and Director of the Viet Nam Academy of Social Sciences, and Nguyen Manh Hung, Deputy Director of the Ho Chi Minh National Academy of Politics, also attended as co-chairs.
Nguyen Xuan Thang said the meeting took place following the successful conclusion of the fourth plenum of the 14th Party Central Committee, as the country accelerated efforts to fulfil its 2026 socio-economic development targets and lay the groundwork for 2027 and subsequent years.
Amid new demands on theoretical research, he called on council members and senior advisers to fulfil their responsibilities and contribute actively to the issues under discussion.
Delegates reviewed a report on the council’s activities between meetings, progress on two major review projects, a consultative report on Viet Nam’s development ecosystem, plans for the first national conference on theoretical work, and a proposal to establish a nationwide network for political theory research in the new era.
The two review projects examine 100 years of Party leadership of the Vietnamese revolution from 1930 to 2030, including orientations for national development from 2030 to 2130, and 40 years of implementing the Platform on National Construction during the Transitional Period to Socialism. Delegates agreed that both were strategically important political and scientific tasks requiring coordinated implementation, adherence to deadlines and high-quality outcomes to inform the further development of the Party’s guidelines.
Addressing the meeting, Doan Minh Huan stressed the need to develop new theoretical concepts in line with key Party resolutions and guidance from senior Party and State leaders. He also called for stronger links between theoretical research and political theory education, with teaching methods reformed to develop learners’ analytical and theoretical thinking and help them apply theory to practical challenges.
He described the development ecosystem as an important area requiring further study and discussion to identify new drivers of national growth.
In his concluding remarks, Nguyen Xuan Thang asked the council’s scientific secretariat to incorporate the delegates’ comments and finalise the draft documents for submission to the competent authorities for consideration and approval.
