Building confidence in the business community
According to Head of the Management Board of Dung Quat Economic Zone and Industrial Parks in Quang Ngai Province Luong Kim Son, the board has focused on implementing a comprehensive range of tasks and measures to help achieve the province’s target of double-digit economic growth in the 2026–2030 period.
These efforts aim to resolve difficulties, promote production and business activities, accelerate progress on infrastructure investment projects in industrial parks, and attract more investment to Dung Quat Economic Zone and industrial parks across the province.
At the same time, the management board has proactively coordinated with departments, sectors, and localities of the province to review and address obstacles relating to investment, land, compensation, site clearance, the environment, and administrative procedures, thereby creating favourable conditions for businesses to implement projects and expand their operations.
Investment promotion and attraction activities have also continued to receive focused attention, with an emphasis on key priorities. In addition to reviewing and proposing a list of projects to attract investment to Quang Ngai’s economic zones and industrial parks in the 2026–2030 period, the management board has held direct working sessions with several investors.
These include Truong Hai International Logistics Limited Liability Company (THILOGI), which is researching a potential site for a logistics centre in the Bo Y International Border Gate Economic Zone; Dai Hung Quang Ngai Joint Stock Company, which is studying investment in infrastructure for Pho Phong Industrial Park; and Hy2gen, which is surveying energy investment opportunities in Dung Quat.
The management board has also participated in meetings with the Guangxi Business Association in Shanghai and carried out procedures to select investors for new urban area projects, including the New Urban Area in south-eastern Dung Quat, Tinh Phong New Urban Area, and Binh Son New Urban Area. The board has also supported investors in implementing large-scale, non-state-funded projects with strong spillover effects.
Furthermore, the management board has actively coordinated with ministries, sectors, and related agencies to finalise the proposal for establishing a National Refining, Petrochemical, and Energy Centre in Dung Quat Economic Zone. It has also advised on and proposed mechanisms and policies to promote the centre’s development in accordance with the directions of the Standing Government.
Thanks to the outstanding efforts of the Management Board of Dung Quat Economic Zone and Industrial Parks, relevant departments, sectors, and local authorities of Quang Ngai Province, newly registered and additional investment capital in the province’s economic zones and industrial parks has exceeded 879.3 million USD since the provincial merger.
This includes nine newly registered projects with total investment capital of more than 452.8 million USD and 15 projects with additional registered capital of more than 426.5 million USD.
“Although the number of newly registered projects since the provincial merger has remained modest, existing investors’ continued expansion of their operations demonstrates that business confidence in the province’s investment environment is being further strengthened. This is helping to drive industrial development and contribute positively to the province's economic growth target for 2026,” Luong Kim Son emphasised.
Growth in production and business activities
According to Luong Kim Son, economic zones and industrial parks in Quang Ngai Province currently have 441 active projects, with total registered investment capital exceeding 19.4 billion USD.
Of these, 65 are foreign direct investment (FDI) projects, with registered capital of approximately 2.53 billion USD, while 376 are domestic investment projects, with registered capital exceeding 364 trillion VND.
These projects represent an important resource for promoting industrial and service-sector development, creating jobs, and sustaining the province’s economic growth.
Despite continued global economic difficulties, geopolitical instability, and fluctuations in fuel and raw material prices affecting business and production activities, the 350 projects operated by 293 enterprises in the province’s economic zones and industrial parks recorded relatively strong growth in 2026. This has laid a favourable foundation for meeting, and in some cases exceeding, the annual targets.
Specifically, the Hoa Phat Dung Quat 2 integrated iron and steel complex has commenced operations, helping to increase output and the value of industrial production in the province.
Output in several key sectors has continued to rise, including oil refining, spinning, garment manufacturing, and footwear production. Service-sector value has also increased significantly, indicating that service and supporting infrastructure in Dung Quat is continuing to develop to meet the needs of manufacturing plants as their operations expand.
As a result, the industrial production index rose by 14.18% in the first eight months of 2026 compared with the same period in 2025, with the processing and manufacturing industry sector recording particularly strong growth of more than 15%.
Ten industrial parks have now been established across the province, several of which have performed particularly well and achieved high occupancy rates. Quang Phu Industrial Park has reached 100% occupancy, Saigon–Dung Quat Industrial Park’s sub-zone approximately 99%, Tinh Phong Industrial Park around 98.73%, and Hoa Binh Industrial Park about 99%.
These industrial parks have relatively well-developed infrastructure and favourable locations, making them attractive to numerous manufacturing, processing, and supporting-industry projects.
Notably, VSIP Quang Ngai Industrial Park is one of the province’s largest industrial parks and has attracted significant high-quality FDI projects in technology, electronics, garment manufacturing, and clean industries. Its occupancy rate stands at approximately 72.5%, leaving considerable room for further investment promotion in the coming period.
