Expanding opportunities for international cooperation

Within the meeting, Minister Luong Tam Quang emphasised that the Ha Noi Convention represents a comprehensive and unified global legal framework that lays the foundation for promoting international cooperation in investigation, information sharing, and crime prevention among nations. He affirmed that Viet Nam attaches great importance to its cooperation with Azerbaijan in the field of security, especially since the two countries elevated their relationship to a strategic partnership and following the agreements reached between the two ministries in Baku in May 2025.

Immediately after the meeting, Minister Luong Tam Quang and Ali Nagiyev signed the cooperation agreement on security between two countries. Minister Luong Tam Quang stressed that, together with the signing of the Ha Noi Convention, this bilateral agreement serves as an important legal foundation that will facilitate closer coordination in information sharing, investigation, and crime prevention, thereby ensuring national security in both countries.

As part of the activities marking the Signing Ceremony of the United Nations Convention against Cybercrime (the Ha Noi Convention), Minister Luong Tam Quang also held meetings the same day with Mmamiloko T. Kubayi, Minister of Justice and Constitutional Development of the Republic of South Africa; Lounes Magramane, Secretary-General of the Ministry of Foreign Affairs of Algeria; Rita Mokbel, Chairwoman and General Director of Ericsson Viet Nam; Paulo Chachine, Minister of the Interior of Mozambique; and Vahid Jalalzadeh, Deputy Foreign Minister for Consular, Parliamentary, and Iranian Affairs of the Islamic Republic of Iran.

During the meetings, General Luong Tam Quang underlined that amid profound global transformations driven by digital technology and the growing threats of non-traditional security challenges, the Ha Noi Convention, endorsed by more than 150 countries, marks a historic milestone, reaffirming the vitality of multilateralism and the central role of the United Nations.

The convention is not only a key legal instrument for strengthening global capacity to combat cybercrime, but also opens up new opportunities for technical cooperation, capacity-building, and technology transfer among nations.

Minister Luong Tam Quang stressed that the Ha Noi Convention will usher in a new framework for cooperation grounded in respect for international law, equitable dialogue, and sustainable and humane development, while creating numerous opportunities and channels for international collaboration in combating cybercrime. Viet Nam, he affirmed, stands ready to work alongside international partners and friends to translate shared commitments into concrete and effective actions in the future.
