General Department of Defence Industry deloys military shipbuilding and key tasks

On November 27, General Phan Van Giang, Politburo Member, Deputy Secretary of the Central Military Commission and Minister of National Defence, chaired a working session on military shipbuilding and key tasks of the General Department of Defence Industry.

Concluding the working session, General Phan Van Giang praised the General Department of Defence Industry and relevant agencies and units for their efforts, proactive grasping of the situation, close alignment with reality, and timely advice to the Central Military Commission and the Ministry of National Defence in implementing the Politburo’s Resolution No. 08-NQ/TW (dated January 26, 2022) on strengthening the development of the defence industry until 2030 and in the following years, achieving many important and breakthrough results.

To meet requirements in the future, especially during the 2026–2030 period, General Phan Van Giang requested all agencies and units to continue thoroughly grasping and effectively implementing the resolutions, conclusions, programmes and plans of the Party, the State, the Central Military Commission, and the Ministry of National Defence on promoting the development of the defence industry with scientific and technological breakthroughs, rearranging enterprises and investing to improve the capacity of the defence industry. He called for further improving research effectiveness and prototypes of new weapons; focusing on researching and successfully producing modern high-tech weaponry of strategic significance; mobilising resources effectively; and synchronously implementing solutions to boost research, master core and foundational technologies, and increase the localisation rate of all types of military weapons and equipment produced by Viet Nam.

* On November 27, at the Government Headquarters, Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a meeting with leaders of ministries, sectors, and enterprises on the high-speed railway project along the north–south axis. Deputy Prime Minister Tran Hong Ha also attended the meeting.

Emphasising that this is a major project of great importance to the economy and with high technological content, Permanent Deputy Prime Minister Nguyen Hoa Binh said that discussions and information exchange with enterprises and investors are essential. This helps identify which enterprises are sincere and serious in their intentions. He underlined that this meeting is not aimed at selecting or deciding on investors. Based on available documents and information provided by enterprises, he assigned the Ministry of Construction as chair, in coordination with the Ministry of Finance, the State Bank of Viet Nam, and relevant agencies, with the goal to urgently finalise a report proposing the investment method and accompanying mechanisms and policies for submission to the government for consideration. He also requested ministries and sectors to actively contribute opinions to the report. This will be an important basis for the government to discuss and assess before reporting to the competent authorities for consideration and decision.

* On the morning of November 27, at the Government Headquarters, Deputy Prime Minister Le Thanh Long chaired a working session on the public investment disbursement situation of the Ministry of Health and the Ministry of Education and Training, as well as the production, business, public investment disbursement, import–export, construction of infrastructure, social housing, national target programmes, and the implementation of the two-tier local governance model of An Giang Province.

Concluding the meeting, the Deputy PM noted that public investment capital disbursement of the Ministry of Education and Training and the Ministry of Health remains unsatisfactory, standing significantly below the national average. He stated that there are both objective and subjective reasons, subjective factors are the main cause, and the two ministries must pay special attention and avoid complacency. They must closely coordinate with relevant ministries and sectors to review all tasks and incorporate them into national target programmes to avoid duplication, and to concentrate efforts on disbursement in 2025. For items that cannot be disbursed, they must be reported for fund transfer. The Ministry of Health must focus on the second facilities of Bach Mai Hospital and Viet Duc Hospital in Ninh Binh, striving to complete the construction works of both facilities on December 19, 2025, and to put part of the projects into use after December 19.
