Ha Noi Party Committee holds third conference

Nguyen Duy Ngoc, Politburo member and Secretary of the Ha Noi Party Committee chaired the third meeting of the 18th Ha Noi Party Committee to evaluate the results of 2025 and deploy key tasks for 2026.

In his speech, Secretary Nguyen Duy Ngoc said that in 2025, the city overcame difficulties and achieved important results in most areas. Notably, the economy is estimated to grow by 8.5%, with state budget revenue reaching nearly 642 trillion VND, reaching 124.9% of the estimate. In 2026, the City Party Committee agreed on the target of economic growth in 2026 of 11% or more.

In the coming time, he suggested that the city focus on reviewing and proposing the Politburo to issue a new resolution to replace Resolution No.15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing the Capital; propose the National Assembly to amend and supplement the Law on the Capital and adjust the city’s two major plans with a long-term vision of 100 years.

In addition, the city should continue to promote decentralisation, substantially reducing the time to handle administrative procedures, creating favourable conditions for people and businesses.

Regarding socio-economic development, Secretary Ngoc requested the Party Committee of the City People’s Committee to develop a detailed growth scenario for 2026 for each quarter, each sector, and each locality. Each department, sector, commune, and ward must register growth targets, budget revenue, public investment disbursement, investment environment improvement, and digital transformation with the city.

To overcome limitations in the implementation stage, the city will implement a mechanism to monitor and supervise progress based on big data in real time; linking task performance results with quarterly assessment and classification of collectives and individuals, especially leaders, according to Conclusion No.198-KL/TW of the Politburo.
