Implementing administrative reform linked with digital transformation
In 2024, the Immigration Management Office of Hanoi Police regularly reviewed and studied state regulations, Ministry of Public Security directives on exit and entry, and Hanoi Police documents on administrative reform to simplify procedures, shorten processing times, and improve the efficiency of receiving, processing, and issuing immigration-related documents for citizens and foreigners working in enterprises within Hanoi.
Accordingly, the Immigration Management Office publicised all 17 administrative procedures related to immigration on the electronic information portal for administrative reform of the Hanoi People’s Committee (hanoi.gov.vn) and the electronic information portal of the Hanoi Police (congan.hanoi.gov.vn).
Simultaneously, they strictly implemented the contents of the democratic regulations, such as placing suggestion boxes in the citizen reception area, publicly listing procedures for foreigners’ entry and exit; Vietnamese citizens’ immigration; foreign exchange rates; fee schedules; and result return times.
Discussing the outcomes of implementing the Hanoi Police’s plan for administrative reform in the immigration management force in 2024, Senior Lieutenant Colonel Nguyen Thi Linh Chi, Deputy Head of the Immigration Management Office, stated: Previously, to complete exit and entry procedures, citizens had to directly visit the Immigration Management Office to queue, take a number, fill out forms, and wait for photographs to submit their applications. Since implementing online public services and deploying electronic immigration application software, citizens can proactively submit applications on the Public Service Portal at any time, saving significant time and travel costs. Additionally, the Ministry of Public Security has implemented electronic receipts, reducing office supply costs and facilitating easy retrieval; citizens can monitor and supervise the status of their applications, thereby increasing the transparency of administrative procedures.
In 2024, the Immigration Management Office received and processed over 23,000 cases involving foreigners, nearly doubling compared to 2023, including more than 10,000 cases of foreigners applying for temporary residence cards and over 13,000 cases applying for visas and temporary residence extensions. Additionally, the unit received and processed over 320,000 applications from Vietnamese citizens requesting ordinary passports (an increase of nearly 4,000 applications compared to 2023), with 95% of passport applications submitted through the public service portal.

According to the Immigration Management Office, in early March, the unit launched support points for citizens applying for passports at the Tay Ho Public Administration Service Centre Branch (No. 01, 258 Vo Chi Cong Street, Tay Ho District) and the Cau Giay Public Administration Service Centre Branch (No. 85 Dich Vong Hau, Cau Giay District).
At these locations, citizens receive guidance from the police on completing application forms, submitting documents, and paying fees related to online passport issuance procedures. The establishment of the passport issuance support point at the Tay Ho Public Administration Service Centre Branch provides greater convenience for citizens in completing online passport applications via the Public Service Portal, saving both time and travel costs.
This initiative reflects a strong commitment to placing citizens and businesses at the centre of services, considering their satisfaction as the key measure of the quality and effectiveness of immigration management services.
Enhancing convenience for businesses and foreign residents in Hanoi
It can be affirmed that, in recent times, the immigration management work of the Immigration Management Office, has made breakthrough advancements. The application of technology in various aspects has gradually changed the approach of citizens and the Immigration Management force in implementing administrative procedures.
Currently, the Immigration Management Office of Hanoi Police is actively implementing online public services for foreigners in the spirit of administrative reform and the Government’s Project 06. However, these are partial public services, as this field also involves businesses and electronic accounts. Accordingly, businesses in the city are encouraged to submit applications and administrative procedures for foreigners through the public service portal.

Notably, in recent times, the leadership of the Immigration Management Office has closely directed the management of the exit, entry, transit, and residence of foreigners in Hanoi.
Regarding the management of exit, entry, transit, and residence of foreigners, after the Government issued Project 06 and the Minister of Public Security approved the list of full and partial online public services on the Ministry’s Public Service Portal, the team managing the exit, entry, and residence of foreigners under the Immigration Management Office of the Hanoi Police has implemented public services related to foreigners’ entry, exit, and residence.

Senior Lieutenant Colonel Nguyen Huu Khanh, Head of the Hanoi Police’s Immigration Management Office, stated: Recognising administrative reform as a key and breakthrough task to effectively perform assigned duties, in the coming time, the unit will proactively innovate methods and improve the quality of administrative reform in conjunction with digital transformation.
Accordingly, the Immigration Management Office leadership will continue to direct the control of immigration administrative procedures. Each division and field related to administrative procedures will be researched, adjusted, supplemented, and innovated appropriately.
They will continue to coordinate with relevant professional units to effectively implement administrative reform, creating favourable conditions for citizens in processing immigration applications. Implementing the project of applying information technology in administrative reform and state management of immigration contributes to maintaining political security and social order in Hanoi.
