The event was attended by the Secretary of the Party Central Committee (PCC) and Head of the PCC’s Commission for Communication and Education Nguyen Trong Nghia; and Members of the PCC: Editor-in-Chief of Nhan Dan (People) Newspaper, Deputy Head of the PCC Commission for Communication and Education, and Chairman of the Vietnam Journalists’ Association Le Quoc Minh; Member of the Central Military Commission, Vice Chairman of the General Department of Politics of the Vietnam People's Army, Lieutenant General Trinh Van Quyet. The council has 35 members who are chairpersons of the central literature and arts associations, and researchers and critics working in the field.
Former Party Central Committee member Nguyen The Ky was assigned the council’s chairmanship. Speaking at the ceremony, Nguyen Trong Nghia praised the Council's achievements in the 2016-2021 term.
Despite facing many difficulties in operating conditions, especially the impact of the COVID-19 pandemic, the Council overcame difficulties, successfully organising five national scientific conferences, several scientific seminars and many other important activities.

Nguyen Trong Nghia also asked the Council to continue to strengthen solidarity in activities, and creativity and be more proactive in coordinating activities with agencies at central and local levels, to perform their assigned functions and tasks.
The Council also should continue to carry out activities to improve the capacity of theoretical research and criticism of literature and art, in-depth summaries of practice, contributing to supplementing and perfecting the Party and State's policies and law on literature and art; actively and effectively participate in the task of summarising the Party's resolutions and directives in the field of culture and arts.
