The visit was part of a 2026 refresher course for Luang Prabang’s leadership and management officials, aimed at implementing the memorandum of understanding on cooperation for 2022–2026 and agreements between the two provinces’ Party leaders.
At the working session, Tran Bich Ngoc, Standing Deputy Secretary of the Mong Cai 1 Party Committee and Chairwoman of the People’s Council of the ward, briefed the delegation on the local Party and political system building, and socio-economic development achievements.
With its strategic location in terms of economic development, national defence, security and external relations, Mong Cai 1 has considerable potential for developing border-gate economic activities, cross-border trade, logistics, the marine economy and international-standard services and tourism.
The ward has identified its role as the nucleus of the local border gate economic zone and is mobilising every resource to develop infrastructure, improve the efficiency of public investment, gradually build a modern trade and logistics ecosystem, and establish itself as a dynamic growth engine of Quang Ninh, Ngoc said.
In line with the 2026–2030 cooperation programme between Quang Ninh and Luang Prabang, Mong Cai 1 ward hopes to contribute at grassroots level to translating key areas of bilateral engagements into concrete activities, she added.
During the visit, the Luang Prabang delegation learned about and exchanged experience in apparatus structures, the operation of the two-tier local administration model, and measures to capitalise on the advantages of border-gate economic activities and cross-border trade.
Speaking at the session, the Luang Prabang leader said the valuable experiences gained from Mong Cai 1 will help improve leadership and management efficiency in the Lao province.
She expressed her belief that the great friendship, special solidarity and comprehensive cooperation between Viet Nam and Laos in general, as well as between Quang Ninh and Luang Prabang in particular, will remain strong forever.
As part of the programme, the delegation visited several models and sites in Mong Cai 1 ward.
