The directive states that, amid rapid, complex and unpredictable developments in the world and the region, with conflicts, wars and arms races taking place in many areas and traditional and non-traditional security challenges intensifying, the Prime Minister has launched and is implementing the “All people join hands to build a strong and modern national defence” movement to enhance the country’s defence capabilities, meet the requirements of national protection and help maintain a peaceful and stable environment for national construction and development in the new era.
The movement aims to bring about a strong shift in the awareness, responsibility and actions of authorities at all levels, sectors and the entire population regarding the tasks of national construction and defence; promote the strength of great national unity, the people’s role as the driving force and the combined strength of the entire political system in building a strong and modern all-people national defence; achieve breakthroughs in the development and application of science and technology, innovation and digital transformation; and build strong defence potential, forces and posture capable of adapting to traditional and non-traditional security challenges.
The directive requires Party committees, Party organisations and administrations at all levels to lead and direct the implementation of the movement. It must be integrated with movements and campaigns launched by the Party and the State, as well as political, defence and security tasks, ensuring close coordination, consistency and a clear focus and priorities, while avoiding overlap and formalistic implementation.
The directive also calls for innovation and greater effectiveness in communications and education through diverse, modern approaches, combining traditional methods harmoniously with digital platforms.
