Accordingly, the department is implementing surveys on profession and processes of exchanging and receiving data about vehicles, passengers and freight by air in preparation for the OSS aviation system deployment next year.
A representative from the department said that the deployment at Noi Bai was a big plan of the unit to realise Resolution No. 19/2016/NQ-CP of the government on major tasks and solutions to improve business environment and enhance national competitiveness. The deployment was also under the reform plan to modernise the customs sector and the roadmap for national OSS implementation.
The Noi Bai OSS system aims at receiving and responding to the declared information about goods and passengers prior to departures/arrivals of international flights at national OSS portal for deployment of OSS procedures by State management agencies at Noi Bai.
It is also tasked to carry out e-customs procedures for aircraft immigration; manage cargo, checked baggage and entry and exit using IT systems; apply risk management and implement selection of automatic screening for cargo and baggage on the system.
Through the national aviation OSS system, the exchange of information between State management agencies and enterprises at Noi Bai airport is also carried out online, thereby facilitating customs services and State management at the airport.
Under the plan, Hanoi Customs Department will receive manifest information and e-procedures for aircraft immigration of several major airlines, as well as airline risk management from the start of 2017.
The national OSS aviation system is expected to be in full operation by July 1 next year.
