NA adopts two resolutions on questions and answers

NDO—With a majority of votes in favour, the National Assembly has adopted the Resolution on Questions and Answers from the Second Session and the Resolution on Continuing to Improve the Effectiveness and Efficiency of the Implementation of the National Target Programme on Building New-Style Rural Areas in Association with Restructuring the Agricultural Sector.

Regarding the Resolution on questions and answers, the NA acknowledged efforts made by the Government, the Prime Minister, ministries and relevant agencies in implementing of the NA’s resolution, as well as directly answering deputies’ questions and voters’ petitions during its second session.

The NA asked its bodies and those of the Government, the Supreme People’s Court, the Supreme People’s Procuracy and other relevant agencies to urgently handle and answer voters’ proposals submitted to the NA at its second session within the scope of their duties.

At its second session, the parliament received more than 2,400 opinions and petitions sent by people nationwide while deputies also raised about 100 questions for the Prime Minister and four ministers during two-and-a-half days of question-and-answer sessions.

The problems raised at the hearings were of public concern and the NA tasked its agencies with supervising the handling of those issues.

Regarding the Resolution on continuing to improve the effectiveness and efficiency of the implementation of the national target programme on building new-style rural areas in association with restructuring the agricultural sector, the NA endorsed the report presented by the NA Standing Committee on the results of monitoring, constraints and obstacles in the promulgation of policies and laws and the implementation of the national target programmes for building new-style rural areas in the 2010-2015 period, as well as related recommendations and proposals.

The resolution also clearly stated that the national target programme for building new-style rural areas between 2016-2020 has a goal of having at least 50% of communes meeting the criteria for being new-style rural areas by 2020.

The NA asked the Government to continue effectively implementing the NA’s Resolution No.100/2015/QH13 of November 12, 2015 on approving the investment policy of the national target programme for the 2016-2020 period.

Under the programme, the number of criteria completed by communes in the whole country on average must increase to fifteen out of nineteen, and no commune should have completed fewer than five of the criteria.

Meanwhile, the quality of life for rural people should be improved with many production models providing stable jobs for people, and income will increase at least 1.8-fold against 2015.

Policies for special areas will be developed with priority given to indispensable infrastructure, directly serving production in the project of restructuring the agricultural sector.
